Introduction
The Jesuit Refugee Service (JRS) is an international Catholic organization and a work of the Society of Jesus. Founded in 1980, it is now present in about fifty countries. Its mission is to accompany, serve, and defend the rights of refugees and forcibly displaced persons.
JRS collaborates with other humanitarian organizations and agencies to support forcibly displaced persons, provide them with quality services, and raise public awareness of their situation so that their rights and dignity are better respected. JRS welcomes collaboration with Jesuits, religious men and women, and lay people of all religious and philosophical beliefs. Since its inception, JRS has been able to fulfill its mission thanks to the participation of dedicated volunteers and staff committed to serving refugees and displaced persons. JRS has been present in Chad since 2006.
Main responsibilities
Under the supervision of the National Programmes Coordinator, the Deputy Programmes Coordinator provides essential technical and operational support for the achievement of all the objectives of the JRS programme in Chad.
Specific responsibilities
1. Participate in project development
- Contribute to the development of new project proposals in collaboration with the JRS Chad Project Design Unit.
- Participate in the internal annual strategic planning development process.
- Identify new funding opportunities and share them with the National Programme Manager (NPO) and the Grants Coordinator for analysis (Go/No Go).
- Participate in the analysis and identification of priority problems/needs in the intervention areas and formulate proposals for new areas of intervention.
2. Monitor the implementation of project activities
- Identify the main challenges of implementation and propose possible solutions to CN Programmes and management.
- Organize and lead monthly programmatic follow-up meetings, as well as monitor the implementation of projects in the various bases, in collaboration with the MEAL Coordinator.
- Ensure follow-up on the updating of monitoring tools for all projects (work plan, indicator tracking table, purchasing plan, etc.).
- Ensure follow-up of requisitions for inputs and supplies with the logistics department.
- Proceed to validate the TDR (Terms of Reference) of programmatic activities shared at the program level, in collaboration with the CN Programs, in particular on certain critical aspects of the program (a threshold for limiting approval will be defined in common agreement with management).
- Plan and organize monitoring and supervision missions for the implementation of projects in the field.
3. Ensure the reporting and evaluation of project implementation approaches
- Monitor the deadlines for internal and external (donor) reports for all ongoing projects and alert the CN Programmes accordingly.
- Participate in the preparation of project reports (interim, annual) and internal reports, providing specific support to field office teams, in collaboration with the MEAL Coordinator.
- Prepare program meeting reports and archive the minutes.
- Update the model for monitoring recommendations made to the program coordination and share it regularly with program teams to monitor their implementation.
- Ensure the compilation of the various reports (weekly, monthly and quarterly) of the different components of the projects and submit them to the CN Programmes for amendment.
- Contribute to the preparation and organization of project capitalization workshops, in collaboration with the MEAL Coordinator and CN Programmes.
- Contribute to the preparation of various needs assessments, mid-term and final evaluations, in order to present the expected results of the projects and proposed approaches to solutions to problems encountered in implementation.
4. Representation and coordination
- Participate in various meetings with partners and/or authorities.
- Represent the organization at meetings with other humanitarian actors, partners and donors, at the request of the CN Programmes.
- To monitor the implementation of activities carried out by partners in consortium with the JRS, through meetings and support approaches.
- Supporting the various JRS partners in the processes of justifying expenses and reporting on projects implemented in consortium.
- Develop the Terms of Reference (TOR) for the recruitment of program consultants and submit them to the CN Programs for validation.
- Participate in the management and implementation of projects directly led by the Project Director (PD).
5. Capacity building, monitoring and supervision of field teams
- Identify the training needs and gaps of all program teams and propose capacity-building sessions for staff.
- Ensure that the teams of specific project coordinators and managers, as well as the objective coordinators, fully exercise their responsibilities.
- Organize individual interviews (“One-to-One”) to gather the support and guidance needs of the program teams under his/her supervision.
- Participate in the planning of performance objectives and the organization of evaluations of supervised teams (project and objectives coordinators).
- Facilitate the various internal capacity-building workshops for program teams.
Desired profile
Education, experience and skills required:
- Hold at least a Bachelor’s degree (Bac+4) in social sciences, project management, education sciences or any other related field.
- Have at least 4 years of professional experience in the field of social project management.
- Have additional training or certification in the areas of program management or project monitoring and evaluation (a PMP certification is an asset).
LANGUAGES :
- Proficiency in French and English (written and spoken).
