Context of the organization

Founded in 2011, the International NGO Safety Organisation (INSO) is an international NGO that supports humanitarian workers by establishing platforms to coordinate humanitarian access and security in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, security-related data and maps, crisis management support, staff guidance, and training.

INSO provides daily support to more than 1,350 NGOs operating in 22 of the world’s least safe countries. INSO is registered in the Netherlands and is headquartered in The Hague, a city renowned for its international focus on peace and justice.

The INSO mission in Haiti

INSO began operations in Haiti in 2022 and currently provides services to 102 partner NGOs. INSO Haiti is based in Port-au-Prince with a sub-office in Gonaïves. INSO supports partner NGOs in delivering aid to the most vulnerable populations by providing context analysis and advisory services, crisis management support, and facilitating NGO coordination and advocacy for access to humanitarian aid.

Job Summary

As a DD, you oversee all aspects of service delivery and play a key role in ensuring INSO provides the best possible support to NGOs responding to the humanitarian crisis in Haiti. Responsibilities include recruiting, training, and managing a team of analysts, editorially reviewing key INSO products, and monitoring and continuously improving adherence to service delivery standards. You also support the Country Director in program development.

You are open-minded and detail-oriented. You have solid experience in building and leading high-performing teams. You have good analytical skills in security issues and contexts and you communicate with an excellent level of French and English (oral and written). You share INSO’s core principles and its commitment to humanitarian principles.

The Country Director is your direct supervisor.

Main responsibilities

Leadership and team management

  • Direct management of the program team: recruitment, training, orientation and mentoring.
  • Management of the mission during the absence of the Country Director.

Provision of services

  • Editorial responsibility for the monthly analytical report.
  • Supervision and quality assurance of INSO service delivery.
  • Work with the Information Manager to ensure that the incident database (Conflict Humanitarian Data Centre) is up to date and that internal protocols are followed.
  • Represent and liaise with NGOs, UN agencies and international donors.

Program Development

  • Support the development and implementation of the program.
  • Develop and implement an internal security management policy.
  • Support the implementation of INSO policy in areas such as human resources, finance and operations.

Job Requirements:

  • Minimum 3 to 5 years of proven experience in leadership and team management in a multicultural environment.
  • Exemplary command of French (oral and written) and good practical command of English.
  • Proven writing, editing and analytical skills with strong attention to detail – position requires substantial review and editing of reports.
  • Strong experience in humanitarian access and NGO security management.
  • Excellent networking, diplomacy and communication skills.
  • Significant experience in insecure areas.
  • Good understanding and adherence to humanitarian principles.
  • Advanced university degree or equivalent professional experience.
  • Very good understanding of the constraints linked to humanitarian access in insecure contexts.

Desired characteristics

  • Ideally, one year of work experience in Haiti with a notable understanding of the context.
  • Experience in capacity development and staff training.
  • Experience in NGO project management, reporting and donor relationship management.
  • Direct experience in crisis management.
  • Have existing information networks and/or local language skills.
  • Detailed understanding of INSO’s mandate and services.

Terms and conditions

12-month contract. Monthly salary of €5,850 per month, 4 calendar days of annual leave per month worked, 7 days of R&R every 2 months with an allowance of €1,250, accommodation, comprehensive medical coverage (excluding the United States) and life insurance.
