As part of strengthening its administrative governance, the CICM is recruiting a Deputy Administrative and Financial Director responsible for overseeing the Center’s financial, accounting, and human resources functions. He or she ensures the financial stability of the CICM, ensures compliance with administrative procedures, and ensures the proper application of the labor code. He or she is the point of contact for the CICM and the Mérieux Foundation for all matters relating to the administration and finances of the CICM.
- Main Missions:
The CICM is now entering a phase of strategic consolidation and transition to a new governance model, in close collaboration with national authorities. With its recognized role in infectious disease surveillance and training, the center enjoys growing visibility at the national and international levels. In this context, strengthening the administrative and financial functions is key to ensuring the sustainability of activities, supporting the development of new partnerships, and ensuring rigorous and transparent resource management. The position of Deputy Director is therefore part of a dynamic of reinforced structuring and professionalization of the center’s management.
The Deputy Administrative and Financial Director of CICM carries out the following missions:
- Management of the Administrative and Financial Department team
- Coordinate, plan and supervise the activity of the Administrative and Financial Management team, i.e. 12 people spread across the following departments:
- Finance and accounting management: 4 people;
- Human Resources Management: 2 people;
- Supply management: 2 people;
- General Services: 4 people;
- Lead team meetings;
- Act as a link between the CICM and the Mérieux Foundation for all aspects relating to the administration and finances of the CICM;
- Participate in meetings relating to administrative aspects, represent the CICM and/or the Mérieux Foundation upon request and/or upon delegation.
- Financial and accounting management:
- Develop and monitor the CICM’s annual budget, in close collaboration with the CICM’s Director General, the Mérieux Foundation, donors and partners;
- Ensure internal control and financial compliance (procedures, audits, etc.);
- Supervise general and analytical accounting, as well as monthly and annual closings;
- Prepare financial reports for partners and authorities;
- Ensure proper cash management and the security of funds;
- Supervise the preparation of financial statements, tax and social security declarations;
- Oversee the management of purchasing, supplies and stocks;
- Human Resources:
- In consultation with the Director General of CICM, define staffing needs and recruit based on the resources allocated and the operational strategy of CICM;
- Manage HR policies: recruitment/exits, contracts, career management, training;
- Supervise payroll, social and tax declarations, and relations with social organizations;
- Ensure compliance with the Malian Labor Code and internal policies;
- Promote a healthy and fair working climate.
- Support for strategic and administrative management:
- Participate in the CICM steering committee and administration committee to contribute to strategic planning;
- Participate in strengthening the financial management policy (treasury, internal control) of the CICM based on strategic choices and regulations (financial, fiscal) in force in Mali;
- Provide regular reporting to the Director of CICM and the Mérieux Foundation;
- Support the CICM Director General in the contractual and administrative organization of projects;
- Ensure administrative follow-up of disputes and represent the CICM and/or the Mérieux Foundation before the administrative authorities upon request.
Profile sought:
- Bac+5 in Administration, Finance, Accounting, Audit;
- At least 7 to 10 years of professional experience in a similar position, ideally in the health sector within an international institution or at least 5 years of experience within an accounting and auditing firm as a senior auditor;
- Mastery of budgetary, accounting and HR management tools;
- Senior experience in team management (minimum 10 people);
- Excellent knowledge of Malian labor law and international donor procedures;
- Organizational skills, rigor, confidentiality, team spirit;
- Proficiency in French.

Contractual conditions:
- Fixed-term employment contract under Malian law for six (6) months, renewable;
- Position open to all nationalities;
- Position based at CICM in Bamako (Hamdallaye ACI 2000);
- Working hours: full time;
- Gross annual total remuneration package:
- Gross monthly salary (taxable): between 1,400,000 FCFA and 1,600,000 FCFA gross salary depending on experience (between 2,134 and 2,440 euros)
- 13th month pro rata to the time of presence (payment in November)
- Target bonus calculated on the monthly gross salary (eligibility after nine (09) months of presence during the calendar year and paid in April)
