The European Cooperative Society of Collective Interest “Humanitarian Logistics Cooperative,” also known as “hulo,” is the first humanitarian cooperative founded in June 2021. Led by humanitarian organizations and regularly welcoming new members, hulo aims to improve the impact of humanitarian aid by strengthening collaboration and implementing joint projects in the countries where it operates. At hulo, we believe that sharing and pooling resources and expertise among organizations contributes to increasing the performance of humanitarian logistics and the supply chain.
Our work is based on a collaborative and participatory approach, collective intelligence, and the facilitation of a community of practice. All our activities are structured around a common objective, involving several autonomous and interdependent stakeholders who cooperate horizontally. Governance is distributed, based on consultation, shared responsibility, and voluntary commitment.
In our seven countries of operation, spread across three regions, we implement joint initiatives in the areas of procurement, human resources, and the environment. In support of humanitarian organizations, we coordinate shared international humanitarian transport initiatives to address the most critical humanitarian crises. Finally, we are constantly developing digital solutions to serve the humanitarian community.

JOB DESCRIPTION
The Director of the Business Analytics and Research (BAR) department plays a key role in the design and continuous improvement of the cooperative’s activity management and evaluation systems, as well as in leveraging data from the Hulo ecosystem, ensuring that information is disseminated appropriately and using these results to achieve the cooperative’s collective objectives. Their main responsibilities will include:
- Define, propose and manage the strategy of the Business Analytics & Research department.
- To manage and supervise the collection, structuring, harmonization, processing and analysis of ecosystem data.
- Integrate and develop data management technologies, including Machine Learning and Artificial Intelligence, and analytics formatting, particularly through the Hulo Business Analytics Platform (BAP).
- To lead and oversee the monitoring, evaluation, learning and accountability of the cooperative’s activities.
- To supervise, coordinate and lead one’s teams.
- To represent the cooperative to actors in the humanitarian ecosystem linked to the department’s activities.
MAIN MISSIONS
#1: Member of the management committee & role in governance
- Participate in the Management Committee and in steering and governance bodies
- To ensure the implementation of the guidelines defined by the governance.
- Collaborating with other departments to ensure consistency of actions.
- Supporting management in cross-functional discussions and promoting the cooperative’s vision
#2: Planning & Strategy
- Participate in defining and implementing the cooperative’s overall strategy.
- Define and manage the communication and development strategy.
- Participate in the development of the annual action plan and ensure its follow-up.
- To ensure strategic monitoring and propose improvements to structure and develop the cooperative.
#3: Management of monitoring, evaluation and impact measurement activities
- Oversee the implementation of the monitoring and evaluation framework to measure the impact and results of projects and activities.
- Ensure the collection, analysis and use of monitoring and evaluation data
- To provide support for the continuous improvement of internal Hulo practices, based on data science, Machine Learning tools and methods and Artificial Intelligence.
- Strengthening the internal capabilities of the teams
- Maintain and develop the “Performance and Impact Measurement Framework” (PIMF).
- Produce evaluation and impact reports.
#4: Supervision and contribution to the production of activity analysis
- Responsible for the data analysis process.
- Providing on-demand business analytics for Hulo
- Ensure the dissemination of results to internal and external stakeholders
#5: Coordination of research and innovation projects
- To be the focal point for partnerships related to research and data collection.
- Explore potential new research projects
#6: Budgetary and Financial Management
- Participate in the development and execution of the budget for their department.
- Ensure financial monitoring and optimize the use of resources.
- Ensure that expenditures comply with and are in accordance with applicable financial rules.
#7: Team Management
- Analyze and validate the human resource needs within your team.
- Participate in the recruitment process and ensure the successful integration of new team members.
- To evaluate and appreciate the performance of employees under his/her direct supervision.
- Ensure the training and skills development of team members.
- Facilitate workshops, coordination meetings and/or exchange workshops.
#8: Representation, communication & reporting
- Represent the cooperative to stakeholders and the humanitarian ecosystem
- To ensure internal and external communication in conjunction with management.
- To ensure operational and financial reporting of their department to senior management.
YOUR PROFILE
Education/Experience
- Master’s degree (BAC+5) in Business Analytics, Data Science, Statistics, Economics, Social Sciences, Applied Research, or equivalent discipline.
- 10 years of experience expected, including 5 years in positions with responsibilities in data analysis, strategic research or team management.
- Experience in the humanitarian, social, development or cooperative sectors is a significant asset.
- Experience in managing complex projects involving multiple stakeholders.
Required skills
- Experience in designing databases and other information management tools.
- Proficiency in data collection, management, and statistical analysis tools
- Knowledge of core humanitarian standards (CHS) and other relevant standards.
- Excellent report writing skills.
- Skills in implementing quantitative and quantitative surveys.
- Excellent analytical and synthesis skills.
- Leadership and ability to make strategic decisions.
- Skills in team management, hierarchical and cross-functional.
- Proficiency in data analysis tools (e.g., Python, R, SQL, Power BI, Tableau or equivalent).

HULO WILL OFFER YOU THE FOLLOWING CONDITIONS
A full-time salaried position
- Based in Montreuil with the possibility of working remotely in mainland France.
- Permanent employment contract under French law.
- Executive status with a fixed daily rate (based on 207 working days per year).
- Salary conditions:
- Gross annual salary: €70,622 over 13 months
- Days off: 20 per year on average
- AXA Mutual and Personal Protection Insurance (100% covered by Hulo)
- Meal vouchers: face value of €8, 60% covered by Hulo
- Specific conditions and skills: prolonged sitting, oral expression, work on a screen, telephone contact.
