Director of the AA Department (Purchasing & Supply) (M/F) At Doctors Without Borders

Médecins Sans Frontières, an international humanitarian medical association founded in 1971, provides medical assistance to populations whose lives are threatened: primarily in cases of armed conflict, but also epidemics, pandemics, natural disasters, and even exclusion from healthcare.

The Supply Chain Department is responsible for defining the purchasing and procurement strategy and policies to be implemented for OCP across the entire supply chain, in the countries of operation and at headquarters. It defines the objectives to be achieved, the implementation methods and the necessary resources, and ensures that the strategy can guarantee the smooth operation of purchasing and the entire supply chain.

Main responsibilities :

As a member of the MSF France Executive Committee, you participate in the strategic decisions of management, meetings, and discussions that fall within this role. As a department director, you participate in various steering committees for cross-functional projects. In this capacity, you are a member of the Steering Committee for the OCP Environmental Transition Program.

You define and propose the Supply Chain strategy and policies:

  • You define the objectives, organization and resources of your department.
  • You will ensure the effectiveness and develop the efficiency of purchasing and supply, anticipate structural changes in the MSF supply chain in collaboration with the entire international movement. In this role, you will ensure consistency between OCP Supply Chain strategies and policies and the transformation of the global Supply Chain of the MSF movement (MSF Supply Chain Transformational topics roadmap) … You will ensure that these elements are integrated into the SPARC process, which designates the framework for our new multi-year cycle: 2026-2031.

You are responsible for providing effective support to Operations and other headquarters departments:

  • You are responsible for ensuring that the Supply Chain’s response meets operational needs, particularly in terms of emergency responses and in particular large-scale nutrition operations.
  • You monitor the progress of Supply Chain projects and expected results, and manage certain strategic projects. Working closely with the Medical Department, you will lead the STREAM project, which aims to improve OCP’s international medical supply chain by conducting pilot projects on identified missions. You will share the results with the association’s other departments and the international movement to increase the impact of the actions taken.
  • You ensure monitoring to maintain the adequacy of Supply Chain practices to the needs of OCP operations.
  • You are responsible for OCP’s operationalization of due diligence, regulatory checks, and acceptance of our code of conduct regarding suppliers of goods and services.

You ensure coordination with the other Supply Chain departments within the movement:

  • You will participate in international platforms related to the MSF Movement’s Supply Chain, and will promote the positions of the OCP section. You will contribute within a dedicated International Committee to the transformation of the Supply Chain around 5 major issues: sourcing of medical supplies, the international distribution network, pooling of headquarters and countries of intervention, management of medical stocks and orders, and information systems and data management.
  • You ensure the quality of the links and work carried out between the Operations teams and those of MSF Logistics (MSF’s supply center based in Bordeaux and Dubai), constantly ensuring that they meet the needs of the missions. You contribute to MSF Logistics’ strategic plan, actively participate in the steering of activities and improvement projects carried out and facilitate the smooth functioning of the partnership. You participate in the quarterly meetings of the MSF Logistics board of directors.

You are responsible for the proper management of your department :

  • You recruit, supervise, support, motivate, evaluate your teams and develop the skills of your employees.
  • You ensure the proper contribution of your department to cross-functional/inter-departmental projects/work.
  • You develop, propose, manage and monitor your department’s budget.

You ensure the transfer of skills to the teams:

  • You validate the Supply Chain training policy (head office and country of intervention).
  • You oversee the development of the Supply Chain skills pool (recruitment, career paths, training).

Desired profile

Experience and training

  • You have a higher education degree in a supply chain field or have significant professional experience in this field.
  • A minimum of 5 years’ experience in the deployment of international humanitarian operations in positions with high management responsibility in the field and in a headquarters structure is required.
  • Good knowledge of the MSF portfolio (emergency and regular) is an asset.

SKILLS :

  • You have mastered the technical knowledge of a Supply Chain area.
  • You have skills in team management and project management.
  • You master budget development and monitoring.

Languages : You speak and write English and French fluently, level C1
