Solidarités International is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their basic needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.

The mission

Solidarités International has been working in the DRC since 2001 to address the humanitarian needs of populations impacted by conflict and natural disasters, and to contribute to the fight against epidemics.
The mission is active in the areas of food security and livelihoods (FSL), water, hygiene and sanitation (WASH), and multi-sectoral cash transfer assistance (direct cash or vouchers). Each activity includes a protection component (either integrated across sectors or implemented independently through an implementing partner). Programs cover emergency response through Rapid Response Mechanisms (RRMs) and second-line support. However, they also include recovery and development activities in stabilized areas. This approach reflects the mission’s strategy: maintaining a strong emergency response capacity while developing more sustainable solutions to the challenges facing populations in the eastern part of the country.
The mission comprises a coordination office and operational bases located in the provinces of North Kivu, Ituri, and South Kivu. As part of its multi-year strategy, Solidarités International in the DRC aims to open new sub-bases and expand its program portfolio. In 2025, the financial volume reached USD 20 million. Field teams implement various projects while conducting multi-sectoral assessments to secure additional funding and continue supporting vulnerable populations.

Description of the offer

General objective of the position:

1. Play a central role in the implementation of the 2026 annual plan and its revision for 2027,
2. In conjunction with the coordination teams (particularly the Program and Grants departments), actively participate in the development of new projects for the operational area for 2026 and 2027,
3. Strengthen first-line (emergency) and second-line response capacities in North Kivu,
4. Develop collaboration with national partners with the support of the coordination team (Grants department),
5. Monitor support-related aspects, such as logistics, HR, and finance, in the intervention area,
6. Participate in the deployment of the Compliance department in the operational area,
7. Ensure SI’s representation in humanitarian coordination frameworks at the provincial and territorial levels (COHP, Clusters and Working Groups, Access Forum, FONGI, among others),
8. Maintain a high level
9. Ensure good collaboration with the authorities, including de facto authorities, GANE, and community leaders in compliance with SI’s security and access rules, 10. Ensure a very good analysis of the evolution of the security and access context, taking into account the humanitarian
dilemmas facing the organization,
11. Ensure good interdepartmental coordination at the base and sub-base level for the proper conduct of field activities in compliance with SI and donor commitments.

Specific issues and challenges:

– Security and access challenges (highly unstable area, presence of de facto authorities)
– Support for the strategic and operational development of the area
– Launch of new projects and recruitment of teams
– High volume of project proposals to be implemented in a very volatile area
– Maintaining SI as a major player in the emergency response to the PNK (Axis 1 of the programmatic strategy)
– Developing recovery and development projects in stabilized areas/areas of return (Axis 2 and 3 of the programmatic strategy) in accordance with the guidelines of the note on humanitarian dilemmas
– Diversification of funding

Security constraints:

The entire PNK (Kanak National Park) is categorized as a level 4 security zone following the January 2025 crisis. This context remains particularly volatile. However, dynamic risk and context analyses are in place to mitigate security and humanitarian access risks. Regarding the major security constraints:
– Instability of the area due to the presence and activity of several armed groups;
– Logistical constraints due to impassable roads, and the need to support the area’s development with a strengthened logistical structure to reduce security risks during field missions;
– Generally good community acceptance, but the need for ongoing community engagement to maintain this acceptance;
– Requirement for validation of the MDGs (Military Development Goals) by the de facto authorities’ humanitarian focal point before any field movement.

Your profile

Required qualifications: Master’s degree in international relations, project management, logistics/administration/finance/HR, or equivalent

Experience in the humanitarian sector: minimum 5 years

Experience in a similar position: minimum 3

Technical skills:

1. Analytical and projection skills

2. Security management, sound knowledge of access negotiation and humanitarian space, and a very good understanding of a volatile security context

3. Program/project management, ideally in SAME and/or EHA with a good command of support aspects (Logistics, Finance Admin, HR)

Transferable skills:

1. Management skills, ability to unite and supervise

2. Interpersonal, coordination and networking skills

3. Affinity for field travel

LANGUAGES:

1. French required (spoken and written)

2. English (good knowledge)

SI will offer you the following conditions

A salaried position: Depending on experience, starting from EUR 3080 gross per month (EUR 2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.

Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

LIVING CONDITIONS:

Living conditions in Goma are good:

– Accommodation in a guest house with a private room and bathroom.

– Cook available and access to varied, quality food adapted to different diets.

– Numerous organizations based in Goma and opportunities for a good social life.

– Numerous activities in the city (restaurants, bars, sports, etc.).

– Close to the Rwandan border, it’s possible to spend a weekend or a break there.

– Safety rules that evolve according to the context.

– Curfew currently set from 22:00/23:00-07:00 for Goma and 18:30-07:00 in other territories (subject to change).

It should be noted that expatriates working in this area will not necessarily be based in Goma, but may spend time in the field depending on the evolving situation and the support needs of the sub-base teams, where living conditions are more basic. However, regular trips back and forth to Goma are planned.
