SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid organization that, for over 40 years, has been providing assistance to populations affected by armed conflict and natural disasters by addressing their vital needs: water, food, and shelter. Particularly committed to combating diseases linked to unsafe water, the leading cause of death worldwide, SI implements its interventions with expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential areas of food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people including expatriates, national staff, headquarters staff, and a few volunteers—operate with professionalism and dedication, respecting local cultures.

The mission

Solidarités International has been working in the DRC since 2001 to address the humanitarian needs of populations impacted by conflict and natural disasters, and to contribute to the fight against epidemics.
The mission is active in the areas of food security and livelihoods (FSL), water, hygiene and sanitation (WASH), and multi-sectoral cash transfer assistance (direct cash or vouchers). Each of our activities includes a strong protection component (either integrated across sectors or stand-alone through an implementing partner).
Our programs cover emergency response through Rapid Response Mechanisms (RRMs) and second-line support. However, they also include recovery and development activities in stabilized areas. This approach reflects the mission’s chosen strategy: maintaining a strong emergency response capacity while developing sustainable solutions to the challenges facing populations in the eastern part of the country.
The mission comprises a coordination office and three operational bases located in North Kivu (Goma, with a sub-base in Kiwandja), North Kivu (Beni, with a sub-base in Nobili), and Ituri (Bunia, with the prospect of opening/reopening sub-bases in Mahagi and Fataki). As part of our multi-year strategy, we aim to open new bases and develop our program portfolio.

Description of the offer

General objective:

The Security and Access Coordinator supports the Country Director, Field Coordinators, and base managers in managing the security of teams and assets.
They participate in information gathering, context analysis, and the implementation of appropriate procedures.
They also contribute to training and raising awareness among teams regarding security management.
Finally, they play a key role in managing security crises.

Main Challenges:

The challenge of this position is therefore to enable SI to maintain its operational capacity and humanitarian access while ensuring optimal security, through (i) contextual analysis, (ii) security management procedures adapted to the risks and enabling teams to remain operational and responsive, and (iii) security incident management that does not have a lasting impact on SI’s presence or operational capacity in a given area. The goal for SI is to maintain its ability to remain a frontline actor in the DRC.

The security context is complex, volatile and varies according to the areas where SI operates:
– Numerous intercommunal conflicts
– Numerous armed groups, depending on the territories
– High logistical constraints and strong seasonality
– Humanitarian access remains negotiable and our teams manage to deploy interventions in sensitive areas.

Your profile

FORMATION ET EXPERIENCE:

Specific skills required

Master’s degree in a relevant field, with at least 5 years of professional field experience and/or coordination experience.
Experience in a role related to personnel and organizational safety, risk assessment, security management, and safety awareness.
Prior experience in team management.
At least one experience in an emergency context.

SI will offer you the following conditions

A salaried position: Depending on experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 800.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the place of assignment.

Breaks: During the mission, a system of alternating work and leave is in place, with 7 working days off every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, one extra day of leave is granted for each month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all healthcare costs (including medical and surgical fees, dental and ophthalmological care, and repatriation) and a supplementary benefits system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.
