The PGSSI-S compliance project is a component of the GDMS (Medical and Social Data Management) strategic program , which aims to modernize and secure the information systems used for health data.
Why we need you
French regulations require organizations handling health data to comply with the General Policy on Information Systems Security in Health (PGSSI-S) . This compliance includes the approval of an electronic identification method (EIM) and the implementation of robust organizational, technical, and documentary measures.
Médecins du Monde must achieve compliant self-approval by the end of 2026 , with any reservations to be addressed in 2027. The project has already begun, but it requires structured, cross-functional management and strong coordination between IT, business, and external service providers.
We are creating a dedicated position to lead this essential project: to manage the entire compliance program and ensure the progress of regulatory steps.
Your tasks
👉 Manage the entire PGSSI-S compliance program
Structuring, planning and coordinating the three main phases: diagnosis , implementation , deployment .
Prepare and monitor all deliverables related to the self-approval of the MIE.
👉 Conduct the regulatory assessment (2-3 months)
Managing an external risk analysis service , including the identification of regulatory gaps, risk assessment, and the co-construction of the prioritized action plan .
Consolidate the service provider’s recommendations and translate them into an operational roadmap.
👉 Implement the actions necessary for self-approval
Select, with the working group, the compliant authentication solutions.
Structuring the documentation: authorization policies, rights management processes, organizational measures, regulatory justifications.
Prepare the self-approval file and coordinate its submission to the Digital Health Agency (ANS).
👉 Deploy the technical and organizational measures
Coordinate the deployment of the electronic identification method (EIM) in the relevant tools.
Supporting business teams in adopting new practices.
Ensure compliance of existing tools used by French operations (Sphinx, etc.).
👉 Ensure clear communication and effective teaching methods around the topic
To simplify regulatory issues for non-technical audiences.
Present the necessary trade-offs between cybersecurity requirements and business constraints.
Facilitating decision-making in a multi-stakeholder environment.
Your colleagues
Within the IT department, you will join the IT Studies & Development unit team, supervised by Bruno Seguin , your future manager.
Ensuring the coordination of the PGSSI-S working group, you will work not only with Bruno Seguin and the head of the IT department for scoping and supervision, but also with the GDMS project manager (MOE), the French tools project manager, the information system security administrator, the business contacts and the GDMS AMOA project manager.
The IT team is made up of diverse profiles, alternating between long-standing and new recruits, in a generally supportive and collaborative environment. Knowledge sharing is a central pillar of the department.

You have significant experience in project management , ideally in compliance, cybersecurity or IT regulation projects.
