With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC launched an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of Colombia’s most vulnerable areas, such as the Caribbean coastal regions (Riohacha and Barranquilla) and urban centers (Bogotá and Cundinamarca). In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and in northern Colombia in Norte de Santander.
General purpose of the position
Under the supervision of the Area Manager/Program Manager, the Economic Recovery Team Leader (EcRec) will be responsible for managing activities, particularly those related to the Cash Transfers (CT) project within the Economic Recovery program. This includes ensuring the highest quality in the planning, implementation, and monitoring of the operational, logistical, and technical aspects of the project activities under their responsibility, as well as managing and coordinating their team. They will also support the Area Manager/Program Manager in developing and maintaining positive relationships with stakeholders, relevant actors, and other humanitarian stakeholders within the framework of coordinating and implementing interventions in the assigned areas.
Responsibilities:
Program Implementation
- Lead, under the supervision of the Area/Program Manager, the implementation of specific TM activities, including targeting, selection and registration of potential beneficiaries, coordination with key actors, database management, development of training processes and follow-up to your team and in the community.
- Coordinate, plan and monitor the activities of TM assistants and/or the work teams assigned to you.
- To ensure the highest quality of TM interventions and consistency between all ongoing and proposed projects, guaranteeing coordination with other intervention sectors, in accordance with the overall program strategy.
- Ensure that the DRC Protection approach is considered at all stages of program implementation.
- Plan, execute and monitor field activities.
- Facilitate the Monitoring and Evaluation processes.
- Support the development of new coordination and articulation strategies both internally and externally, according to the needs that arise within the program implementation process.
- Support the Program Manager / Area in developing and maintaining good relationships with people of interest, relevant stakeholders and other humanitarian actors, to ensure the implementation and coordination necessary for TM activities.
Programming and operations
- Ensure the efficient and effective implementation of the program while respecting the budget and work plan.
- Participate in the preparation of monthly/quarterly/annual reports, proposals and budgets for donors.
- In coordination with the Program Manager / Area, ensure compliance with the goals and indicators established in the program(s) in which you have an active role.
- Support in the administration of the work team.
- To ensure the highest quality of TM interventions and consistency between all ongoing and proposed projects in the area of responsibility.
Experience and technical skills:
- Minimum of 3 years of relevant experience in humanitarian assistance/action, social work, human rights or related to an NGO or other non-profit organization.
- Experience in specific work in Economic Recovery Programs; in particular, with the modality of Monetary Transfers.
- Experience working in highly vulnerable areas and with urban, rural, and/or indigenous communities in situations of vulnerability or exclusion. In areas with difficult access and/or in contexts of armed conflict.
- Excellent experience and ability to relate to people.
- Above average writing skills.
- Excellent skills in MS Word, Excel and PowerPoint.
- Experience in managing databases.
- Experience in the production of technical material (training material, tools, reports, documents, among others).
- Handling cases and situations with high emotional charge.
- Skills and experience in training and developing the capabilities of inexperienced personnel.
- Solid experience leading and managing work teams.
- Ability to manage competing priorities and meet deadlines.
