Context
Niger is facing a complex and protracted humanitarian crisis fueled by insecurity, climate shocks, economic pressures, and migration flows from neighboring countries. As of May 31, 2025, there were 986,824 people in forced displacement, including 507,438 internally displaced people and 432,116 refugees, marking an annual increase of 25% for internally displaced people and 3% for refugees. According to the 2025 HNRP, nearly 2.6 million people will need assistance in a context marked by scarce resources, while floods, drought, and mass displacement increase the vulnerability of communities and require urgent responses to strengthen their resilience.
The education sector particularly illustrates the impact of this crisis: in 2024, floods damaged 5,520 classrooms and transformed 1,969 others into temporary shelters. In April 2025, 1,097 schools remained closed in insecure areas (Tillabéri, Diffa, Tahoua, Maradi), depriving 93,676 children (including 45,030 girls) of their right to education. The Tillabéri region has the most critical needs, with more than 1,032 schools closed and 440,103 students affected, including 216,219 girls. This situation leads to school dropouts, the relocation of schools, and overcrowded classrooms in host areas.
In response to these challenges, NRC has strengthened its presence in Niger. After opening a regional office in Niamey in 2019, covering Tillabéri, Maradi, and Tahoua, the organization has become a fully-fledged country program since June 2023.
NRC is seeking a talented, motivated and qualified Education Project Manager who will actively contribute to the development and implementation of the education program strategy in its operations in Niger.
1. Roles and responsibilities
- Design and manage education projects, including education in emergencies, accelerated learning programs, and youth education and training, using innovative approaches;
- Ensure that education projects are based on a gender-based approach and activities that promote the “Do no Harm” principle;
- Collaborate with all other key skills in assessment, analysis and implementation;
- Implement training for teachers, parents’ associations and ministerial authorities;
- Contribute to the development of the macro-strategy and logical framework of the education program of the NRC mission in Niger;
- Represent NRC in sectoral coordination, emergency meetings, clusters and/or working groups at the area level;
- Support the Education Specialist in developing proposals, concept notes and managing education projects, including education in emergencies, accelerated learning programs as well as youth education and training, using innovative approaches
- Provide regular progress reports on activities, expenditures, purchasing and staffing to the Manager and Area Manager

Professional skills
- Qualification Requirement: Minimum of a Bachelor’s Degree in Education or any other related field
- Minimum 3 years of experience as a project manager in a humanitarian/recovery context, or similar
- Strong experience in project cycle management and personnel management
- Experience working in complex and unstable contexts
- Documented results related to position responsibilities
- Knowledge of one’s own skills/leadership profile
- Fluency in French, both written and spoken
- Knowledge of English is an asset
- Context-specific skills, knowledge and experience
- Good knowledge of the education context in Niger
- Technical expertise and proven experience in the context of education in emergencies
- Experience in mental health and psychosocial support (MHPSS) within the framework of interventions in the field of education is an advantage
- Experience in alternative education and youth education and training programs is an advantage
- Experience in team management
- Good experience in developing proposals and budgets
- Demonstrable diplomacy and sense of planning and coordination
