Background:
The Child and Adolescent Protection Network in Venezuela, led by UNICEF and co-coordinated by the International Rescue Committee (IRC), coordinates the efforts of humanitarian actors to prevent and respond to protection risks affecting children and adolescents in emergency situations.
Given the needs arising from the current emergency response to the earthquakes, the Network requires temporary technical support to review, contextualize, and adapt tools, methodologies, and guidelines to strengthen the response capacity of child protection actors. This work will be carried out in coordination with the Protection Cluster and the Gender-Based Violence (GBV) Responsibility Area, promoting harmonized and integrated protection approaches.
Position Objective:
To provide technical support to the Child and Adolescent Protection Area for the review, adaptation, and development of tools, methodologies, and operational guidelines aimed at strengthening the child protection response in the context of the emergency resulting from the June 24 earthquakes, ensuring their alignment with global standards, national priorities, and intersectoral protection approaches.
Location:
Caracas, Venezuela.
Possibility of undertaking specific missions, according to operational needs and security conditions.
Duration:
Three (3) months.
Supervision:
The person will work under the technical supervision of the Child and Adolescent Protection Area Coordinator and in close coordination with the Area Coordinator, and under the institutional supervision of Plan International. The work will also involve
collaboration with UNICEF as the lead agency and with IRC as a co-coordinating organization.
Main Responsibilities :
Review and adaptation of technical tools
:
Review, contextualize, and adapt tools, guidelines, and technical resources to respond to the specific context of the emergency in Venezuela.
•
Review and adapt the guidelines for the creation and implementation of Child-Friendly Spaces (CFS) and Safe Spaces for Children and Adolescents (NAS) in Venezuela.
•
Adapt tools for prioritizing emergency material assistance in child protection cases, within the framework of case management.
• Develop guidelines for adapting Mental Health and Psychosocial Support (MHPSS) interventions, with an emphasis on managing grief, loss, and other impacts of the emergency
on children and adolescents.
Adapt methodologies and guidelines for working with communities during the early recovery phase, promoting the strengthening of protective environments for children and adolescents.
Capacity Building
•
Facilitate technical sessions for the dissemination and adoption of the tools, methodologies, and guidelines developed or adapted.
•
Document lessons learned and emerging best practices from the response.
Documentation and Follow-up
•
Prepare brief progress reports and contribute to the systematization of the products developed during the consultancy.
Expected Products
At the end of the support period, the following is expected:
1. A package of operational tools for the Child Protection response in emergencies, including:
•
Guidelines for the Creation and Implementation of Child-Friendly Spaces (CFS) and Safe Spaces for Children and Adolescents in Venezuela.
•
A tool for prioritizing emergency material assistance in child protection cases within the framework of case management.
2. Technical guidelines for adapting Mental Health and Psychosocial Support (MHPSS) interventions and for community work in early recovery, with an emphasis on:
•
Grief and loss management in children and adolescents.
•
Strengthening family and community capacities.
•
Promoting and strengthening protective environments for children and adolescents affected by the emergency.
3. Final consultancy report, incorporating the products developed, the capacity-building activities carried out, lessons learned, and recommendations for future emergency responses.
Note: The products defined in these Terms of Reference constitute an initial plan based on the needs identified at the time of their development. Considering the dynamic nature of the humanitarian response, these products may be reviewed, adjusted, or replaced by others of similar scope and technical relevance, depending on emerging needs or changes in operational priorities. These modifications must be approved by the technical supervision of the Child Protection Area of ​​Reference and have the agreement of UNICEF and Plan International.
Required Profile
Academic Background
•
University degree in Social Work, Psychology, Social Sciences, International Relations, Law, International Development or related fields
.
Postgraduate studies in humanitarian action, child protection, or related fields will be an advantage.
Experience
•
Minimum of three (3) years of experience in child protection in humanitarian or emergency contexts.
•
Demonstrable experience in the development, adaptation, or implementation of technical tools for Child Protection in Humanitarian Action.
•
Experience working with humanitarian coordination mechanisms, United Nations agencies, or non-governmental organizations.
•
Experience in intersectoral protection processes, including coordination with GBV and Protection actors, will be highly valued.
Technical Knowledge
•
Solid knowledge of the Child Protection Minimum Standards in Humanitarian Action (CPMS).
•
Knowledge of case management approaches, psychosocial support, violence prevention, and community protection.
•
Knowledge of humanitarian coordination mechanisms and cluster/Area of ​​Responsibility architecture.
•
Ability to produce high-quality technical documents within tight deadlines.
