MdM in Lebanon
MdM has been working in Lebanon for nearly 30 years but has significantly reduced its programming in Lebanon in 2025 due to the overall humanitarian funding cuts. MdM’s current usual programming focuses on support to primary health care clinics and to Hariri hospital’s maternity service, including outreach activities within the fixed sites’ catchment areas – in Beirut, Bekaa and Hermel.
Early March 2026, the war broke in Lebanon as part of the US-Israel/Iran regional war – with the south of Lebanon, the south of Beirut and, to a lesser extent, Bekaa being particularly attacked. While maintaining its usual programming with some modality readjustments, MdM has also triggered its emergency response in its usual areas of intervention; and looking at expanding to other areas based on the needs as they arise.
About the role
You are responsible for the development and operationalization of the emergency program.
You play a significant coordination and decision-making role, ensuring the relevance, cross-cutting quality and coherence of the program. You contribute to ensuring that implementation teams adhere to the project cycle and monitoring process.
Who you’ll work with
Under the lead of the general coordinator, you will work in close collaboration with the field coordinator, the medical coordinator and all other technical and support departments (MHPSS, MEAL, Logistics, HR, Finance, Security).
What you’ll do
👉 Emergency response leadership and strategic planning
- Lead the design of country emergency programs that align with MdM’s strategy and oversee the monitoring of the humanitarian situation
- Take charge of defining the logistical, financial, and HR requirements
👉 Development and reporting
- Oversee identification of funding needs and provide concept notes and funding requirements
- Lead partner identification and support donor portfolio development, fundraising strategy, and external representation
- Develop monitoring and programmatic tools for mission overview and contribute to report writin
👉 Program management and quality
- Ensure quality program implementation aligned with MdM principles
- Maintain consistency and relevance of program components to population needs
- Oversee project cycle, evaluation schedule, and methodologies with MEAL department
- Monitor expenditure, budget compliance, procurement, and recruitment timelines
👉 Technical compliance and accountability
- Deploy and update programmatic and technical frameworks, ensuring proper use of project resources and tools
- Identify compliance gaps and risks, and support corrective measures implementation
👉 Communication and representation
- Maintain consistent communication among all departments and ensure their active participation in the successful and timely execution of programs
- Work closely with the general coordinator to continuously strengthen networking efforts
👉 Institutional knowledge and capacity building
- Guarantee that relevant institutional knowledge related to emergency programming is developed in a timely manner, made accessible, properly shared, and systematically archived
- Manage the centralization and easy access to country-specific procedures, guidelines, and tools
Requirements
You are the right match if you:
- Hold a Master’s degree in International Relations, Public Health, or Social Science
- Have 5+ years in the humanitarian sector, including 2+ years in a similar international NGO role
- Exhibit strong leadership, analytical, and strategic thinking skills
- Possess deep knowledge of emergency/humanitarian donors
- Excel in organization, adaptability, communication, and priority management
- Commit to Gender Equality in health services
- Demonstrate fluency in English; French or Arabic is a plus
This role may not suit you if you:
- Are not aligned with MdM’s values
- Lack solid knowledge of project cycle management
- Cannot problem-solve or lead teams through challenges effectively
- Are unable to make quick, coordinated decisions in context
