Context

NRC has been present in Mali since 2013 and is currently implementing Rapid Response Mechanism (RRM) projects, education, shelter, water, sanitation and hygiene (WASH), protection from violence, and information, counseling and legal assistance (ICLA) projects in the central and northern regions of the country. For nearly a decade, the situation in Mali has continued to present significant humanitarian needs due to population displacements resulting from violence in people’s areas of origin. NRC Mali is seeking a Project Manager (PM) for its emergency projects, including the Rapid Response Mechanism (RRM), to oversee field operations. The position is open to Malian nationals only.

What we are looking for:

The successful candidate will be responsible for the preparation, coordination, and implementation of emergency responses in the Central and Northern zones. They will provide technical supervision to NRC teams and local partners, strengthen their disaster preparedness capacities, and ensure the quality of assessments, emergency responses, and reporting. They will coordinate emergency preparedness plans and interventions with internal and external stakeholders, working closely with program and support teams (Finance, Logistics, Human Resources, Security, and Access), base managers, the Area Manager, the RRM Specialist, and the Head of Program.

What you will do:

  • Compliance with and adherence to NRC policies, guidelines and procedures.
  • Provide overall supervision, strategic development and operational management of emergency response in the central and northern areas for NRC.
  • Contribute to the development of national, regional and local strategies, based on context, technical expertise and needs assessment.
  • Participate in the development of funding proposals and propose project budgets and donor reports.
  • Implement emergency response projects, including budget management in compliance with contractual commitments, ensuring quality, synergies between different NRC programs, adherence to deadlines and efficient use of resources, as well as collaboration with the MEAL department to execute follow-up actions on time.
  • Supporting local partners in the implementation of multiple disaster risk preparedness projects in targeted local communities within its area of ​​intervention.
  • Main point of contact for the development of emergency preparedness planning (bReady) and preparedness actions within the area office operations.
  • Ensure hierarchical management and capacity building of project staff, local implementing partners, and guarantee skills transfer.
  • To provide regional coordination leadership for the RRM when NRC is the lead at the regional level.
  • Promote the rights of displaced persons in accordance with the emergency advocacy strategy.

Professional skills:

  • Master’s degrees in law, social sciences, or any other relevant field.
  • At least four years in a humanitarian programming environment, including three years of experience in a senior project management role.
  • Prior professional experience in implementing an emergency program cycle in complex, fragile and unstable contexts.
  • Knowledge and skills in cash-based programming and market analysis.
  • Proficient in English and French, both written and spoken.
