Emergency Response Project Manager – Haiti At Plan International

The Opportunity

Haiti is facing overlapping crises, including violence, food insecurity and cholera, and the UN is activating a system‑wide scale‑up. Plan International Haiti is preparing to support this expansion and strengthen its donor‑funded programme portfolio. This role will be central to external representation and raising the organisation’s profile during this critical period.

Key Responsibilities

Programming & Strategy

  • Lead the management of specific emergency programmes in line with Plan International standards.
  • Update humanitarian response strategies and lead Rapid Needs Assessments focused on children, especially girls.
  • Review and assess potential local partners and support technical specialists to ensure high‑quality, standards‑aligned programming (SPHERE, Child Protection, INEE, CHS).
  • Lead consortium strategy and coordination, ensure donor alignment, and oversee timely delivery of life‑saving interventions.
  • Produce high‑quality reporting, and lead proposal development and revisions.

Representation & Coordination

  • Represent Plan International to national and regional government authorities.
  • Participate in humanitarian fora and clusters, ensuring timely sharing of information.
  • Maintain strong relationships with institutional donors and identify opportunities for strategic partnerships.

Consortium Governance

  • Chair consortium meetings and ensure effective collaboration and governance.
  • Establish MoUs, SOPs, cost‑sharing agreements, clarify roles, monitor performance and manage conflict resolution.
  • Coordinate and consolidate consortium information‑sharing requirements.

Operations, Admin & Compliance

  • Oversee finance, HR, logistics and compliance with Plan International procedures and national legal requirements.
  • Work with the security manager to monitor context and update security guidelines and SOPs.
  • Ensure administrative systems, procurement and supply chains are functioning effectively.
  • Develop emergency operating budgets and ensure donor compliance.

People Management

  • Define the emergency team structure, roles and responsibilities.
  • Ensure staff understand Plan International’s humanitarian values and principles.
  • Conduct performance appraisals and provide ongoing feedback.

Information Management

  • Approve and share situation reports, ensuring timely internal dissemination and updating of organisational platforms.

Fundraising

  • Develop a strong grant pipeline and support proposal development for institutional donors.
  • Identify in‑country funding opportunities and lead proposal submissions.

Essential Requirements

  • Significant experience leading large‑scale humanitarian operations, including consortium management in diverse crisis contexts.
  • Strong understanding and practical application of humanitarian principles, legal frameworks and minimum standards.
  • Proven fundraising experience across a range of donors.
  • Experience engaging in national humanitarian coordination mechanisms (e.g. HCT).
  • Strong stakeholder engagement across government, civil society, UN, INGOs, donors, embassies and academia.
  • Leadership experience in international development settings.
  • Understanding of child rights, gender in development and girls’ rights frameworks.
  • Experience with community development and participatory approaches.
  • Knowledge of donor compliance, financial management and challenging operating contexts.
  • Proven team leadership skills, including remote management.
  • Excellent written and verbal communication skills in English and French.
  • Strong diplomatic and communication abilities, including with media.
  • Ability to manage stress in insecure environments.

Desirable Requirements

  • Relevant university degree.
  • Knowledge of geopolitical factors affecting child poverty and opportunities for change.

Location: Jacmel, Haiti with some travel to other parts of the country. This is a global recruitment and support with relocation is available if required.

Type of Role: 6 month Contract with the possibility of extension. Please note this role is contingent on grant funding.
