HEKS EPER Colombia is looking for an Emergency Technician for an innovative project to strengthen local capacities that will allow the implementation of a rapid emergency response mechanism in Colombia.
The main objective of this position will be to design, implement, and oversee a localized emergency response system, in close collaboration with our partner, ensuring compliance with international standards and strengthening institutional capacity. This project has an initial duration of six months.

We are looking for a technical professional with proven experience in emergency response, conceptual skills to work in training and institutional strengthening processes, and the ability to lead strategic processes in coordination with our local partner.
MINIMUM QUALIFICATION:
The candidate must meet a minimum level of academic training that supports their experience in emergencies and disasters. The following qualifications are accepted:
Technician or Technologist in areas related to:
- Risk Management and Disaster Response.
- Occupational Health and Safety, with emphasis on emergency management.
- Humanitarian Logistics.
- Social Intervention in Emergencies and Disasters.
Professional in related areas (desirable):
- Civil or Environmental Engineering, with experience in emergencies.
- Social Work or Psychology, with a focus on crisis management.
- Political Science or International Relations, with experience in humanitarian action.
Additional training in international standards for humanitarian response, emergency management, and operating systems design will be valued.
REQUIRED EXPERIENCE:
- Minimum of 5 years’ experience in multi-sector emergency response.
- Solid knowledge of international humanitarian response standards.
- Extensive knowledge of the Colombian humanitarian context.
- Familiarity with Colombian laws on risk management, disaster response, occupational safety and health, and humanitarian action.
- Conceptual skills for designing internal processes, operating manuals, and organizational standards.
- Experience in evaluating institutional capacities.
- Experience in designing and implementing training programs for local staff and partners.
- Previous experience in designing and implementing rapid emergency response mechanisms (desirable).

OBJECTIVES & ACTIVITIES:
Objective 1: Partner Activation
- Establish institutional outreach to new partners.
- Partner capability analysis.
- Conduct field office visits to assess capabilities in specific contexts.
- Prepare detailed reports with key findings, visualizations (e.g., flowcharts), and recommendations for implementation.
Objective 2: Implementation of the operating manual and the training plan.
- Develop a structured training plan based on the operating manual and the diagnostic findings.
- Conduct theoretical and practical training sessions to ensure the effective implementation of the system at all levels.
- Monitor and evaluate the impact of the training, proposing adjustments as needed.
Objective 3: Implementation and monitoring of the system.
- Lead the adaptation and piloting of the system in real emergency situations.
- Integrate the operating manual and its tools into the institutional processes of the local partner.
- Document the lessons learned during the pilot phase and make adjustments to the manual and protocols.
- Prepare implementation reports, results analysis, and recommendations for continuous improvement.
Objective 4: Emergency Management.
- To support the local partner in the operation of the system during emergency responses, ensuring the proper implementation of protocols and standards.
- Conduct follow-up and monitoring visits to intervention areas to provide support to the team on the ground.
- Prepare detailed intervention reports, including impact analysis and suggestions for improvement for future operations.
Objective 5: Acquisition of funds.
- Conduct mapping of financing opportunities for the system.
- Establish institutional outreach to potential donors.
- Draft proposals in conjunction with the technical team.
How to apply
The primary work location is Bogotá, Colombia. However, for the successful implementation of the project activities and HEKS EPER’s strategy in the area, frequent business travel to different locations in Colombia will be necessary.
The contract duration will be 8 months, with the conclusion of the hiring process scheduled for May 2026.
