Summary of the Requirement
This Scope of Work outlines the process for engaging qualified consultants (individuals or firms) to support Monitoring, Evaluation, Research and Learning (MERL) initiatives in Plan International Nigeria. The objective is to support the prequalification of consultants under the consultancy category for Baseline, Midline, and Endline evaluations and to establish a vetted pool of consultants who can be engaged based on the nature of the request.
Consultants will be pre-qualified and verified through a competitive assessment of their technical expertise, experience, and capacity to deliver MERL assignments.
Objectives of the Assignment
The Consultants are expected to:
- Design and validate a robust research/evaluation methodology that is aligned with project goals.
- Collect high-quality data using appropriate qualitative and quantitative methods.
- Analyse data to identify achievements, challenges, trends, and gaps.
- Generate evidence on relevance, coherence, effectiveness, efficiency, sustainability, and, where applicable, impact.
- Provide actionable recommendations for program improvement and decision-making.
- Produce a comprehensive report with data visualizations, case studies, and evidence-based insights.
Selection Criteria
- Consultants are mandated to fill all the Annexes attached to this call. Including a detailed company profile for Firms and a detailed Resume for Individuals.
- Consulting firms are to provide evidence of valid registration with the Corporate Affairs Commission, with the Memorandum and Articles of Association, and forms CAC2 and CAC7 or a Status report.
- Consulting Firms are to provide evidence of a tax clearance certificate for the year ending 2023/2024, while Individual Consultants are to share a valid TIN or Personal Income Tax Certificate.
Consulting Firms or Individuals are to agreement to our mandatory policies as set out in ‘Annexe D- Non-Staff Code of Conduct (Annex D)
Consultants must demonstrate:
- Capacity as a skilled consultant in Monitoring, Evaluation, Research and Learning (MERL) initiatives. This must be verified by sharing at least 4 previous experiences working with INGOs, such as signed contracts, purchase orders and certificates of completion of finished deliverables.
- Strong analytical skills and research experience, with solid knowledge of quantitative and qualitative research methodologies.
- Advanced Degree in a relevant discipline (Statistics, Evaluation Science, Social Sciences, or other related Degree).
As part of our ongoing Gender Responsive Procurement Initiatives, Consultants will be allocated 5% of the overall score if they meet one or more of the following:
- If headed up by a woman
- If supplier is a women-owned business: A legal entity in any field that is more than 51% owned, managed, and controlled by one or more women.
- If the % of women in management positions is over 35%
- If % of women workers is 55% or above
- If robust gender equality initiatives are in place and active.
