Concern Worldwide is seeking a consultant(s) to carry out an evaluation of the DEC-funded earthquake response in Myanmar which is being implemented by Concern partner Welthungerhilfe. It is envisioned that the evaluation field work will take place in early October 2025. The main objective of this consultancy assignment is to assess the overall impact of the project on vulnerable communities in the Sagaing and urban Mandalay regions, as well as the overall effectiveness and quality of implementation of the project. The evaluation will aim to assess whether the project achieved its intended objectives and delivered the planned results, to identify and analyse the successes, challenges, and lessons learned during the project implementation.
BACKGROUND AND RATIONALE
On March 28, 2025, at around 12:50 PM local time, an earthquake measuring 7.7 in magnitude hit Myanmar. The epicentre was located roughly 16-20 km north-northwest of Sagaing city and about 19km northwest of Mandalay, the country’s second-largest city. The earthquake struck at a shallow depth of 10 kilometres and was followed by a powerful aftershock of 6.4 magnitude just 12 minutes later, at 1:02 PM local time, which further worsened the damage. The earthquake’s effects were also felt in neighbouring countries, including Thailand (particularly Bangkok and Chiang Mai), Bangladesh, Laos, and parts of China’s Yunnan and Shaanxi provinces.
To assist those affected by the damage and destruction caused by the earthquake, DEC launched an appeal to raise much needed funds. Concern Worldwide as a member of the Disasters Emergency Committee (DEC) has been selected to carry out an evaluation of its DEC-funded response project in Myanmar. As Concern does not have a presence in Myanmar, the response is being implemented by Welthungerhilfe (WHH) since April 2025, and is focused on assisting earthquake-affected and vulnerable households in the urban Mandalay and Sagaing regions. WHH is providing the most-affected households with multi-purpose case assistance.
The overall purpose of the evaluation is to assess the effectiveness, appropriateness and timeliness of the multipurpose cash assistance delivered between April and September 2025. The evaluation will seek to understand the relevance of the assistance provided against the needs of the targeted project participants focusing on two regions of implementation. The evaluation will also assess accountability to affected populations namely the effectiveness of the complaints and response mechanisms used in the project focusing on awareness and use of available CRM mechanisms among programme participants throughout project implementation.
TIMEFRAME
The consultant(s) will complete the work over a period of no more than 45 working days, including travel to project areas. It is envisioned that the evaluation field work will take place in early October 2025.
