Evaluation Expert EOI: Evaluation of UNESCO’s Information for All Programme (IFAP) At UN Educational, Scientific and Cultural Organization

The UNESCO Evaluation Office is looking for a Senior Evaluator to lead the Evaluation of UNESCO’s Information for All Programme (IFAP). IFAP is an intergovernmental programme set up in 2001 to promote equitable access to information and knowledge for sustainable development. This evaluation marks the Programme’s 25th anniversary. It will cover the period from 2007 to 2026 and assess IFAP’s relevance, coherence, effectiveness, efficiency, impact and sustainability. The primary purpose of the evaluation is to provide a comprehensive assessment of IFAP’s performance. It will look at its governance and working mechanisms, the role of its National Committees, its financial and human resources, and its contributions to Member States’ information policies and to global normative instruments. The evaluation will assess what has been achieved and what has worked, as well as the main challenges facing the Programme. It will be both retrospective and forward-looking, to inform the future role and strategic direction of IFAP. The evaluation will be concluded by March 2027, so findings can be presented to the 16th session of the IFAP Intergovernmental Council in May 2027.

Your written proposal should comprise:

a. A Technical Proposal consisting of:

The updated and abridged curriculum vitae of the individual planning to bid for this evaluation. (1-3 Pages)

A description of how the individual covers all the qualifications as defined in the Terms of Reference (1-2 pages)

A statement indicating what experience, practices, areas of expertise and/or specialization distinguish you and make you a good fit for this assignment (maximum 2 pages). This should also specify examples of evaluation reports related to the topic of this evaluation completed within the last 5 years.

b. A Financial Proposal consisting of:

The overall cost of the assignment quoted in US dollars or in euros only. Please include the daily rates of the consultant as well as other overheads or incidentals.

There may be one or two missions as part of this assignment. If confirmed, the costs of these missions will be calculated at a later stage and UNESCO will amend the contract of the selected consultant to cover those costs. Please do not include any mission costs in your financial proposal.
