IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including REACH, AGORA, and PANDA. The IMPACT team comprises specialists in data collection, management, and analysis, as well as GIS. IMPACT is a sister organization of Acted, an international NGO headquartered in Paris and present in some thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

We are currently seeking an evaluation officer to support the Accountability and Resilience Unit in the DRC.

COUNTRY PROFILE

Since 2016, IMPACT—currently present in Kinshasa, Goma, Bukavu, and Kalemie—has been providing rapid and in-depth assessments, information management services, and mapping through its three initiatives, REACH, AGORA, and PANDA, to inform humanitarian planning and action in the DRC. All publicly available information products produced by the mission in the DRC can be accessed on the REACH resource center .

The DRC continues to face an acute and complex humanitarian crisis. Recurring conflicts in the eastern provinces, health crises and natural disasters, as well as the chronic poverty suffered by a large part of the population, all contribute to the high level of humanitarian needs. By 2025, it is estimated that 21.2 million people in the DRC will be in need of humanitarian assistance, including 17.6 million who are food insecure.

PROJECTS

The Accountability and Resilience (R&R) Unit brings together several types of research and evaluation projects. Within the framework of one of the three strategic pillars of the IMPACT mission in the DRC, the R&R Unit’s work aims to improve the quality of aid in the DRC and promote sustainable solutions through in-depth knowledge of local territories (governance, environment, climate), as well as community perspectives. The Accountability component is reflected in particular by significant Third Party Monitoring projects on behalf of FCDO: an initial project – dating from 2021 – has been amended three times, and a second one began in 2024. Both cover a broader scope and range of themes (monitoring the emergency response in the eastern provinces as well as economic recovery projects). The Resilience component encompasses more targeted projects focusing on disaster risk reduction, environmental assessments, and territorial analyses, as well as in-depth projects on the education of refugee populations in northern DRC. This position will primarily involve activities related to the Accountability component for TPM projects.

JOB PROFILE

Under the supervision of the Research and Research Unit’s Research Manager, the Evaluation Officer is responsible for implementing the Unit’s activities. In this role, the Evaluation Officer will work across the entire research cycle (from research design, data collection, cleaning and analysis, to the production of information products). They may also be asked to participate in other R&R Unit activities as needed. The ideal candidate will be eager to work in a dynamic organization, with the opportunity to develop skills in data analysis and external coordination. Technical support will be provided by the R&R Unit’s Research Manager in the DRC and the IMPACT team at headquarters in Geneva.

RESPONSABILITES

Under the supervision of the Research Unit’s Research Manager, the Evaluation Officer will coordinate and implement all research activities within the Accountability and Resilience portfolio, including:

  • Research design : Development and revision of indicators, development of evaluation methodology and sampling strategy as well as data collection tools;
  • Planning and coordinating data collection activities: in close collaboration with support teams in the DRC, including supervising field activities in difficult conditions;
  • Data processing : Development of data cleaning and analysis plans, production of qualitative and quantitative analyses (in close collaboration with the data team);
  • The development of high-quality information products and technical reports using InDesign and presentations of results;
  • Close coordination throughout the research cycle with all relevant external actors within the humanitarian coordination structure in the DRC, and supporting the integration of results into strategic planning documents;
  • Regular communication and collaboration with the departments in charge of data management and reporting at IMPACT headquarters to ensure the application of IMPACT’s global standards and best practices in general;
  • Supervising a team of national field officers, and strengthening the capacities of each one;
  • If necessary, IMPACT will be represented in meetings of clusters and various coordinating bodies, as well as in technical working groups in the DRC.

As part of their mission, the evaluation officer will be hosted by Acted and will report to the Acted country director and their delegates. They will fully respect Acted’s rules regarding security, human resources, administration and logistics.

CONFIDENTIALITE

  • The evaluation officer must maintain the highest level of confidentiality for data collected in the field and ensure adherence to global personal data protection processes. They will ensure the implementation of mechanisms to prevent the unauthorized sharing of information collected during their mission, in collaboration with the data management team at headquarters.

ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

  • The evaluation officer, like all other IMPACT staff members, is responsible for ensuring that relationships with the communities in which IMPACT and its partners work are conducted respectfully and consultatively. Particular attention must be paid to ensuring that communities are properly consulted and informed about the objectives, activities, and methodologies of IMPACT projects.

REQUIREMENTS

  • Excellent academic qualifications, Master’s level in International Relations, Statistics or other relevant subjects;
  • At least 2 years of relevant professional experience in the humanitarian or development sector, in research, information management or monitoring and evaluation;
  • Prior experience in team management, with required coordination, organizational and planning skills, including the ability to manage a heavy workload and supervise teams in other regions;
  • Experience in managing assessments in crisis contexts and field experience in countries affected by crises;
  • Fluency in French is required; English is a strong asset; excellent technical writing skills are also required.
  • Proficiency in statistical analysis tools such as R, SPSS, STATA, ENA or GIS software and graphic design software such as InDesign is an asset;
  • Ability to work on multiple tasks with short deadlines and to effectively meet deadlines, thanks to an excellent ability to multitask and prioritize;
  • Ability to take ownership of assigned tasks and demonstrate a dynamic team spirit;
  • Flexibility regarding the role and nature of the work, which can evolve according to the context;
  • Ability to operate in a multicultural environment;
  • Positive attitude and ability to contribute to a positive image and overall credibility of the organization.

BENEFITS AND COMPENSATION

  • Based in Kinshasa or Goma;
  • For this position, the salary is between CHF 2,220 and CHF 2,520 per month (before income tax), etc., as well as a monthly living allowance of USD 300.
  • Note – IMPACT salaries are strictly determined by our salary scale based on job grade and staff education level. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff members must work in challenging environments where living and working conditions are significantly more difficult than elsewhere.
  • Accommodation and meals in a guesthouse. Note – IMPACT is hosted by ACTED in this country
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross employee salary), health insurance, life insurance and repatriation assistance
  • Airfare every 6 months and visa fees covered (travel expenses within the country and business expenses are fully covered)
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal belongings insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure initiation – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days of on-site security training;
  • Registration for the IMPACT Initiatives Research Foundational Learning Programme within the first 3 months following the start of the contract
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year of psychosocial counseling costs.
