IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives: REACH, AGORA, and PANDA. The IMPACT team is composed of specialists in data collection, management, and analysis, and GIS. IMPACT is a sister organization of ACTED, an international NGO headquartered in Paris and present in approximately 30 countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

We are currently looking for an evaluation officer to support the Accountability and Resilience Unit in the DRC.

COUNTRY PROFILE

Since 2016, IMPACT, currently present in Kinshasa, Goma, Bukavu and Kalemie, has been providing rapid and in-depth assessments, information management and mapping services to inform humanitarian planning and action in the DRC through its three initiatives REACH, AGORA and PANDA. All publicly available information products produced by the mission in the DRC are accessible on the REACH Resource Center .

The DRC continues to face an acute and complex humanitarian crisis. Recurring conflicts in the country’s eastern provinces, health shocks and natural disasters, and chronic poverty affecting a large portion of the population all contribute to the high level of humanitarian needs. In 2025, an estimated 21.2 million people were in need of humanitarian assistance in the DRC, including 17.6 million people facing food insecurity.

PROJECTS

The Accountability and Resilience (R&R) Unit brings together several types of research and evaluation projects. As one of the three strategic axes of the IMPACT mission in the DRC, the work of the R&R Unit aims to improve the quality of aid in the DRC and promote sustainable solutions through in-depth knowledge of local territories (governance, environment, climate), as well as community perspectives. The Accountability component is notably reflected in major Third Party Monitoring projects on behalf of FCDO: a first project – dating from 2021 – has been amended three times and a second started in 2024. Both cover a broader scope and themes (monitoring of the emergency response in the eastern provinces but also economic recovery projects). The Resilience component brings together more specific projects on the themes of disaster risk reduction, environmental assessments and territorial analyses, as well as in-depth projects on the education of refugee populations in the North of the DRC. This position will mainly be concerned with the activities of the Accountability component for TPM projects.

JOB PROFILE

Under the supervision of the R&R Unit’s Research Manager, the Evaluation Officer is responsible for implementing the Unit’s activities. In this role, the Evaluation Officer will work across the entire research cycle (from research design, to data collection, cleaning and analysis, as well as the writing of information products). They may be required to participate in other R&R Unit activities as needed. The ideal candidate will be eager to work in a dynamic organization, with the opportunity to develop skills in data analysis and external coordination. Technical support will be provided by the R&R Unit’s Research Manager in the DRC and the IMPACT team at headquarters in Geneva.

FUNCTIONS

Under the supervision of the R&R Unit Research Manager, the Evaluation Officer will ensure the coordination and implementation of all research activities under the Accountability and Resilience portfolio, including:

Research design : Development and revision of indicators, development of evaluation methodology and sampling strategy as well as data collection tools;

Planning and coordination of data collection activities: in close collaboration with support teams in the DRC, including supervision of field activities in difficult conditions;

Data processing : Development of data cleaning and analysis plans, production of qualitative and quantitative analyses (in close collaboration with the data team);

Development of high quality information products and technical reports using InDesign and presentations of results;

Close coordination, throughout the research cycle, with all relevant external actors within the humanitarian coordination structure in the DRC and supporting the integration of results into strategic planning documents;

Regular communication and collaboration with the data management and reporting departments at IMPACT headquarters to ensure the application of IMPACT’s global standards and best practices in general;

Supervision of a team of national field officers, and capacity building for each;

If necessary, representation of IMPACT in meetings of clusters and various coordination bodies **,** as well as in technical working groups in the DRC.

As part of their mission, the evaluation officer will be hosted by Acted and will report to the Acted country director and their delegates. They will fully respect Acted’s rules regarding security, human resources, administration and logistics.

CONFIDENTIALITE

  • The evaluation officer will maintain the highest level of confidentiality of data collected in the field and ensure adherence to global personal data protection processes. He or she will ensure the implementation of mechanisms to prevent unauthorized sharing of information collected during his or her mission in collaboration with the data management team at headquarters.

ACCOUNTABILITY TO COMMUNITIES AND BENEFICIARIES

  • The evaluation officer, like all other IMPACT staff members, is responsible for ensuring that relationships with the communities in which IMPACT and its partners work are conducted in a respectful and consultative manner. Particular attention must be paid to ensuring that communities are properly consulted and informed about the objectives, activities, and methodologies of IMPACT projects.

RESEARCH PROFILE

  • Based in Kinshasa with the possibility of periodic travel to support field missions;
  • Excellent academic qualifications, Master’s level in International Relations, Statistics or other relevant subjects;
  • At least 2 years of relevant professional experience in the humanitarian or development sector, in research, information management or monitoring and evaluation;
  • Previous experience in team management, with required coordination, organizational and planning skills, including an ability to manage a large workload, supervise teams in other regions;
  • Experience in managing assessments in crisis contexts and field experience in countries affected by crises;
  • Perfect command of French, English is a strong asset; with excellent technical writing skills;
  • Proficiency in statistical analysis tools such as R, SPSS, STATA, ENA or GIS and graphics software such as InDesign is an asset;
  • Ability to work on multiple tasks with short deadlines and meet deadlines effectively, through excellent multi-tasking and prioritization skills;
  • Ability to take ownership of assigned tasks and demonstrate dynamic team spirit;
  • Flexibility in terms of role and nature of work which can evolve depending on the context;
  • Ability to operate in a multicultural environment;
  • Positive attitude and ability to contribute to a positive image and overall credibility of the organization.

COMPENSATION AND BENEFITS

  • For this position, the salary ranges from CHF 2,160 to CHF 2,280 per month (before income tax), plus a monthly subsistence allowance of USD 300. NB – Salaries at IMPACT are strictly determined by the salary scale based on the position grade and the staff’s education level. A security and/or isolation adjustment, depending on the location of assignment, is then applied in recognition of the fact that some staff members work in contexts where living and working conditions are much more difficult than elsewhere.
  • Accommodation in a guest house.
  • Affiliation to a Swiss private pension fund (Swisslife – approx. 9.975% of gross salary), health insurance, life insurance and repatriation assistance.
  • Airfare every 6 months and visa costs covered (internal travel costs and business expenses are fully covered).
  • Contribution to baggage transport: between 20 and 100 kg depending on the duration of the contract (+ baggage and personal property insurance).
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Family/compassionate leave where applicable.
  • Pre-departure induction: 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including a 4-day on-site safety training.
  • IMPACT prioritizes the psychological safety of its staff. The health insurance offered covers up to €1,000 per year in psychosocial support costs.
