Background
The International Development Company, a Research & Development firm headquartered in Quebec City, Canada, is seeking experts with the profiles below for a project in the DRC.
The role requires a minimum commitment of 2 years , with the possibility of a longer-term extension.
Mission objectives
The mission aims to strengthen the governance, accountability and effective management of the HEPRR MPA through specialized external support.
Specific objectives:
- Evaluate the level of implementation of the recommendations from the project’s mid-term reviews and supervisions (MTRs), highlighting the changes made and improvements implemented based on feedback received;
- Measure the technical, financial and safeguard performance achieved against the contractual results expected by stakeholders in the implementation of the project.
- Evaluate the relevance of collaborations with actors from the sectoral Ministries of Public Health, Fisheries and Livestock and Environment and community ownership;
- Analyze the results obtained in relation to the performance indicators and objectives set in connection with the project results framework and document good practices;
Job description
- Conduct a review (analysis) of the quarterly reports and work plans submitted by government agencies and partner organizations, as well as their contracts and performance frameworks, prior to field visits (logical framework, indicator monitoring plan, action research reports, capitalization report, activity concept notes, work guide, etc.). Interviews with government agencies will also be considered beforehand. The results in the reports will be compared to the HEPRR results framework (in the project document).
- Develop data collection tools specific to each partner organization, collect, analyze and regularly discuss during workshops the data and other essential information allowing us to measure our results;
- Develop digital tools enabling real-time data collection and instant visualization of performance indicators;
- Verify the strengthening of surveillance and the systematic application of the 7-1-7 approach measuring the performance of the public health emergency management system, the functionality of public health laboratories, and IPC/WASH devices in healthcare facilities in the eight provinces targeted by the HEPRR (Kasai Central, Kwilu, Equateur, Tshuapa, Tshopo, Ituri, Kasai Oriental, and North Kivu) as well as in the Mai-Ndombe province. This monitoring will cover all interventions funded by the project beyond the target provinces. These include the management of cervical cancer and PoE in the provinces of Tshopo, Haut-Katanga, Kwilu, Kongo Central, South Kivu, Tanganyika, and Kinshasa;
- Evaluate every six months the level of satisfaction of the project beneficiaries in relation to their involvement in accountability mechanisms and the use of services offered;
- Analyze how partner interventions contribute to ensuring the visibility of HEPRR and what improvements need to be made to ensure ownership of HEPRR by technical ministries and communities;
- Prepare and facilitate HEPRR accountability workshops expanded to include implementing partners, technical ministries, the General Secretariat of Health and the UGPDSS;
- Prepare mission reports incorporating the recommendations from the accountability workshop.
Deliverables
- An initial start-up report to be provided two weeks after the start of the mission, detailing the methodology, the work plan for carrying out the mission, the data collection tools as enriched, and the template for writing reports by data collection;
- A narrative activity report covering the periodic conduct of the surveys (sampling, data analysis, interpretation and discussion of results, constraints encountered):
- Monthly reports on cross-border trade data collection;
- Quarterly reports on data collection on average crossing time, focus groups and interviews with project beneficiaries, implementation of the goods grouping strategy;
- Semi-annual reports on the quality of public services – degree of satisfaction with border management services, the value of finished products traded by beneficiary traders’ associations (value chain);
- Periodic (monthly and quarterly) validation meetings (at the project and beneficiary level) / Incorporation of comments from the monitoring and evaluation team;
- An interim report after the first round of data collection to review the quality of the data collected and discuss the need to adjust the survey/tool;
- Submission of the final mission report including the recommendations/comments provided and the database;
- Provisional report of the mid-term evaluation of the project;
- Validation meeting/Incorporation of comments from the monitoring and evaluation team;
- The databases of various surveys and the data analysis files.
Qualifications and skills
- Have at least a postgraduate university degree (Master’s in a relevant field (Public Health and/or Project Management, MBA Sociology or equivalent);
- Hold a postgraduate degree (Master’s level) in one of the following fields: Human health, animal health, environment, or any other field deemed relevant to the position. Demonstrate a mastery of the WHO International Health Regulations, 2005;
- Knowledge of other languages spoken in the DRC will be an asset.
- Excellent command of the French language is required.
- Demonstrate professional experience of at least five (5) years in the field of public health, including at least three (3) years of responsibility in collaboration with intersectoral Ministries at the central or intermediate level.
