3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.
Context
The main objective of this project is to improve the timeliness, efficiency, and relevance of the humanitarian response through the implementation of an integrated system of two-way communication, monitoring, and interoperable information management in priority territories.
This initiative seeks to strengthen accountability to communities (AAP), facilitate access to information on humanitarian assistance, and optimize analysis and decision-making processes through the use of real-time information from communities and implementing partners.
The project promotes a people-centered approach, integrating the voice of communities into monitoring processes and strengthening interoperability with existing humanitarian systems, reducing duplication and improving operational efficiency.
Description of Services
The individual providing these services will be responsible for leading the planning, implementation, monitoring, and strategic coordination of the project, ensuring compliance with established objectives, timelines, deliverables, and quality standards. They will be responsible for the technical coordination of the project team and for coordinating actions with humanitarian partners, government entities, international organizations, and local stakeholders, ensuring the proper implementation of activities related to monitoring, information management, two-way communication, and accountability to communities. The professional will be responsible for ensuring the technical, operational, and administrative monitoring of the project, promoting evidence-based decision-making, strengthening the capacities of implementing partners, and effectively integrating technological tools and interoperable systems for humanitarian response.
- General Activities
Strategic Planning and Coordination
- Lead the overall planning of the project, ensuring compliance with established goals, indicators, schedules and deliverables.
- Develop and update the project work plan in coordination with the technical team and strategic partners.
- Coordinate regular follow-up meetings with implementing partners, humanitarian actors, and technical teams.
- Ensure proper coordination between the different lines of the project: information management, monitoring, AAP and two-way communication.
- Represent the project in humanitarian coordination spaces, technical working groups and inter-institutional meetings when required.
- Coordinate the flow of communication between the technical team, strategic partners, and donors.
- Supervise the correct implementation of activities in the territory and support local coordination structures.
- Identify operational risks and propose timely mitigation actions.
Technical and Operational Management
- Supervise the technical implementation of monitoring tools and systems and two-way communication.
- Ensure the technical quality of the information products, reports, analyses, and tools developed by the team.
- Ensure interoperability with existing humanitarian systems and the proper flow of information between key actors.
- Promote the use of innovative methodologies and technological tools to strengthen the humanitarian response.
- Support capacity-building processes aimed at implementing partners and territorial actors.
- Coordinate the implementation of project monitoring and evaluation activities.
- Monitor the budgetary and operational execution of assigned activities.
Tracking, Monitoring and Reporting
- Monitor the progress of the project against established indicators, results and products.
- Consolidate and validate technical and narrative reports aimed at donors and strategic partners.
- Prepare periodic progress reports, including analysis of achievements, challenges, risks, and recommendations.
- Ensure compliance with quality standards and accountability in all project activities.
- To monitor the use and appropriation of tools implemented in the territory.
- Coordinate processes for documenting lessons learned and best practices.
Institutional Management and Relationship Building
- Strengthen coordination with humanitarian organizations, government entities and territorial actors.
- Facilitate spaces for coordination and knowledge management with internal and external teams.
- Support the strategic visibility of the project through the coordination of technical and communication products.
- Promote participatory and community-centered approaches in all project activities.
- Ensure that the activities implemented are aligned with humanitarian principles and AAP standards.
B. Cross-cutting activities:
- Prepare the work plan and promptly communicate its progress, difficulties and challenges to the reference person for this contract.
- Attend to the in-person spaces of the project.
- Carry out field missions when their participation in the project is required.
- Prepare monthly progress reports.
- Guarantee the timely delivery of products.
- Participate in cross-cutting groups in a timely manner.
- Contribute to the organization’s knowledge management strategy and to strengthening internal knowledge about the use of statistics and AI in data management.
- Conduct field missions for the implementation and socialization of two-way communication tools (AAP).
- Identify barriers to access to information and connectivity that affect community participation.
MINIMUM QUALIFICATIONS:
Education
Professional with a university degree in social sciences, administration, international relations, economics, engineering, project management, or related fields. Postgraduate studies in project management, international cooperation, humanitarian action, or related fields (desirable).
Experience
To be eligible, applicants for this position must have at least five years of experience in coordinating or managing humanitarian, development, or information management projects. Experience in coordinating multidisciplinary teams, building relationships with strategic partners, and providing technical and operational monitoring of projects is also required.
Experience in the humanitarian sector and in projects related to AAP, monitoring, information management or capacity building (desirable).
Experience in preparing technical and narrative reports for donors and international organizations.
Technical Skills
- Experience in project management and operational coordination.
- Knowledge of humanitarian information systems and monitoring tools.
- Strategic planning and indicator monitoring skills.
- Advanced proficiency in Office, especially Excel and PowerPoint.
- Leadership, coordination and inter-institutional facilitation skills.
- Ability to work towards results and meet goals.
- Knowledge of AAP methodologies and community participation approaches (desirable).
- Knowledge of data analysis and visualization tools (desirable).
Languages
Fluency in Spanish (spoken and written) is required. Advanced knowledge of English is also required.
