Organization

3IS is an international non-profit organization that provides information management services to humanitarian and development organizations, enabling partners to make informed decisions that ultimately deliver high-quality, targeted assistance to the world’s most vulnerable populations. 3IS transforms data into information and creates knowledge for decision-makers operating in conflict, disaster, post-disaster, and recovery environments, as well as other complex emergency and development contexts.

Context

NASA Lifelines’ Ready for Impact program supports the development and validation of innovative pilot projects that integrate satellite data, communication technologies, and information management to improve crisis preparedness and response.

Within this framework, the Pachamapa project will implement a technical pilot in the upper basin of the Putumayo River, aimed at adapting and validating a model of articulation, communication and use of hydrometeorological information, strengthening the decision-making of community and institutional actors.

The pilot will last approximately 4 to 5 months and seeks to generate technical and operational evidence to support its presentation in the program’s scaling pitch.

Description of Services

The person hired as Information Management and Territorial Liaison Expert will be responsible for facilitating the articulation between 3iS, local communities and institutional actors present in the upper basin of the Putumayo River, supporting the territorial implementation of the articulation, communication and use of information model for hydrometeorological risk management.

The Territorial Liaison will focus on connecting the project’s technical components with the local community, ensuring that the tools, information flows, and capacity-building processes are relevant, understandable, and usable by community and institutional stakeholders. They will contribute to building trust, promoting community participation, and strengthening the links between local knowledge and the technical information produced by the project.

The provision of services will include support for the implementation of information and communication management tools (including platforms and flows associated with ANTICIPA), support for training and community appropriation processes, the collection of feedback from the territory and the generation of qualitative inputs that allow the evaluation of the effectiveness of the pilot and support its scaling up.

The Territorial Liaison will work under the supervision of the Project Coordinator, maintaining fluid communication with the technical team (GIS, analysis and training), and will act as a territorial focal point for coordination with community leaders, local authorities, Municipal Risk Management Councils and other key actors in the territory.

A. Specific activities:

  1. Planning and Coordination
  • Identify, map and maintain a permanent relationship with community leaders, local authorities, CMGRD and key territorial organizations in the pilot area.
  • Build and update the territorial work plan in coordination with the Project Coordinator, aligning technical activities with local dynamics and capacities.
  • To support the implementation in the territory of tools, information flows and communication processes of the project, ensuring their understanding and use by local actors.
  • Facilitate the collection of qualitative information and the territorial validation of technical products (maps, indicators, messages), incorporating community feedback.
  • Support the convening, logistics and territorial adaptation of training and capacity-building spaces.
  • Systematize perceptions, barriers, and lessons learned from the territory, channeling them promptly to the technical team.
  • Participate in field trips, workshops and spaces for sharing results with communities and institutional actors.
  • Provide territorial input for proposals, presentations and the scaling pitch, including qualitative evidence and local testimonials.
  • Identify, prioritize and support rural and urban educational institutions for the pilot implementation of ANTICIPA, in coordination with mayoral offices, CMGRD and municipal education secretariats, facilitating its integration as a pedagogical and community tool for access to hydrometeorological information, risk interpretation and preventive communication.
  • Design and coordinate socialization processes and practical exercises with teachers, students and educational communities that strengthen the understanding of risk scenarios and the articulation of school-community-CMGRD, collecting and systematizing learning, barriers and good practices for the adjustment of the ANTICIPA model and the generation of evidence for its scaling up

MINIMUM QUALIFICATIONS:

Education

Professional with a university degree in Social Work, Anthropology, Sociology, Social Psychology, Social Communication, Community Education, Territorial Development, Social Sciences or related areas.

Desirable additional training or demonstrable experience in: participatory methodologies, risk communication, community management, differential approach or interculturality.

Experience

To be eligible, the person applying for this position must have at least 3 years of experience in activities similar to those mentioned herein.

  • Experience in Minimum 3 years of proven experience in community, territorial or social work.
  • Experience in coordinating with community leaders, local organizations and territorial authorities.
  • Experience in supporting participatory processes, capacity building, or implementing projects in the territory.
  • Desirable prior experience in disaster risk management projects, humanitarian action or climate change adaptation.
  • Knowledge of the Putumayo context or Amazonian territories will be valued.

Technical Skills

  • Ability to facilitate participatory processes and work with diverse communities.
  • Ability to collect and systematize qualitative information.
  • Functional handling of basic digital tools (Word, Excel, PowerPoint, collaborative platforms).
  • Organizational skills, activity tracking and adherence to schedules.
  • Good oral and written communication, with an intercultural approach.

Other Requirements

  • Have your own motorcycle in working order, and
  • Have a valid driver’s license, valid for motorcycles, and the respective insurance policies in accordance with national regulations.
