About DRC Syria:
Founded in 1956, the Danish Refugee Council (DRC) is a leading international humanitarian organisation with specialised expertise in forced displacement. Across 34 countries, DRC works to protect, advocate for, and support sustainable solutions for refugees and other displacement-affected populations. DRC responds across all phases of displacement, providing life-saving assistance, supporting self-reliance and integration, and working with civil society and responsible authorities to promote protection of rights and peaceful coexistence.
DRC has been operating in Syria since 2008, initially responding to the Iraqi refugee crisis before expanding to a full-scale response to the Syria crisis from 2011 onwards. Its work spans the full displacement cycle, addressing immediate humanitarian needs while supporting recovery and progress toward durable solutions. DRC Syria adopts an area-based approach to supporting internally displaced persons (IDPs), returnees, and host communities across its key sectors, including Economic Recovery and Resilience, Protection, WASH, and Shelter and Infrastructure.
Purpose of this EoI:
The Danish Refugee Council (DRC) Syria Country Office invites Syrian civil society organisations to submit an Expression of Interest (EoI) for identification and pre-qualification for inclusion in a thematic roster of local partners supporting emergency response programming across Syria. The purpose of this EoI is to identify and establish a pool of qualified Syrian organisations that can support rapid, locally led emergency interventions. The humanitarian context in Syria remains highly dynamic, characterised by recurrent shocks, access constraints, and urgent needs that require timely and context-appropriate responses. DRC recognises that the effectiveness and timeliness of emergency assistance is strengthened through engagement with capable local partners demonstrating operational readiness, community acceptance, and contextual access.
Through this EoI, DRC aims to:
- Enable transparent and timely identification of local partners for emergency interventions
- Establish a pre-qualified pool of organisations that can be mobilised rapidly following shocks
- Strengthen locally led emergency response capacity in line with DRC’s Localization Vision 2030.
- Ensure principled, accountable, and risk-aware partnerships that support timely life-saving assistance
