Expression of Interest – Pacific Labour Mobility Specialists At DT Global

Program Background

The Strengthening Pacific Labour Mobility (SPLM) Programme encompasses the Recognised Seasonal Employment (RSE) scheme, with the New Zealand Ministry of Business, Innovation and Employment (MBIE) overseeing the New Zealand-based components and DT Global delivering the Technical Assistance Package.

The Technical Assistance Package supports Pacific Labour Mobility Units (LMUs) across nine Pacific countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Timor Leste, Tonga, Tuvalu and Vanuatu), to manage the full labour mobility cycle through practical, Pacific-led assistance that builds capability and ownership. The program focuses on strengthening LMU systems and capability, supporting pre-departure preparation for workers and their families, and strengthening policies and systems for successful worker reintegration.

The Role

The Strengthening Pacific Labour Mobility (SPLM) Programme is seeking expressions of interest from Pacific-based professionals with experience in labour mobility and related areas for potential short-term technical advisory opportunities from September 2026 to December 2028.

Opportunities may relate to stakeholder engagement and coordination; labour mobility policy, strategy and planning; capability and capacity strengthening; pre-departure and worker reintegration; and monitoring, evaluation, reporting and cross-cutting priorities.

This EOI is intended to identify suitably qualified professionals for potential short-term technical advisory opportunities with SPLM. Submission of an expression of interest does not guarantee an engagement. Suitable candidates may be contacted as relevant opportunities arise.

About You

Essential Experience and Knowledge

  • Strong stakeholder engagement and relationship management skills, with the ability to work effectively across government, regional organisations and development partners.
  • Demonstrated experience working in labour mobility programmes or related areas.
  • Demonstrated experience working within Pacific contexts.
  • Experience working with government stakeholders to design, implement or support policies, strategies, programmes or initiatives.
  • Experience in one or more of the workstreams outlined above.
  • Strong written and verbal communication skills.

Desirable experience includes:

  • Relevant tertiary qualifications in public policy, governance, international development or a related field.
  • Experience working across multiple Pacific countries.
  • Familiarity with the New Zealand RSE scheme or similar labour mobility initiatives.
