Doctors of the World (MdM) has been present in Burkina Faso for several years, with a mission to promote universal access to essential healthcare and the recognition of the right to health. In the context of a security crisis particularly affecting the North, MdM supports local health authorities in order to meet the needs of displaced and host populations.
The Right to Health Access Project in Northern Burkina Faso (2021-2026), funded by Global Affairs Canada (GAC) with $14.3 million CAD, aims to improve access to healthcare, particularly in sexual and reproductive health (SRH), mental health and psychosocial support (MHPSS), and gender-based violence (GBV) services. It is being implemented in the Kongoussi health district (Koulsé region, formerly Centre-Nord), which has been affected by conflict and population displacement.
In a spirit of accountability and continuous improvement, MdM wishes to conduct an external evaluation of the implementation of its environmental policy within the framework of this project, with the prior agreement of AMC. This evaluation is part of a broader effort to strengthen environmental integration, ensure alignment with the eco-responsibility policy of MdM’s international network and the environmental requirements of Global Affairs Canada, and develop recommendations for the future.
General objective
: To evaluate the environmental performance of the project and to propose recommendations to strengthen the integration of the eco-responsibility policy and the alignment of Global Affairs Canada’s environmental requirements in future MdM interventions.
Proposed Timeline:
The evaluation should take place between January and March 2026, with a maximum effort level of 20 days.
• 4 days: literature review, methodological note, work plan, and kick-off meeting.
• 8 days: data collection (fieldwork/interviews).
• 6 days: analysis and writing.
• 2 days: presentation and finalization.
Expected deliverables and outputs:
• Methodological note and work plan.
• Draft report (30-40 pages max).
• Final report (5-page executive summary, analysis, recommendations, appendices).
• Summary presentation (PowerPoint).
Budget:
The overall budget for the evaluation may not exceed CAD $15,000. The consultant must submit a detailed budget.
Required Skills for the Mission
: The consultant is required to have:
• A relevant degree and at least 4 years of demonstrated experience in environmental assessment methodologies;
• Significant experience in international cooperation and development;
• Experience with international standards (SPHERE, WHO); Experience with AMC and/or ECHO is an asset;
• Expertise in environmental health, WASH, and biomedical waste management;
• Professional experience in Burkina Faso, and more specifically in the Koulsé region (formerly Centre-Nord), is an asset;
• Strong organizational skills, including the ability to deliver deliverables on time; Sound judgment, leadership, and autonomy;
• Excellent writing skills and the ability to demonstrate analytical and synthesis skills;
• Fluency in spoken and written French; fluency in spoken and written Mooré is a significant asset.
Local and/or regional applications are strongly encouraged.
