Context

The RESPECT Project aims for the ultimate change of increased enjoyment of human rights related to health by rights holders in vulnerable and marginalized situations, particularly adolescent girls and young women (AYW). Project activities are scheduled to end on October 31, 2026.

Doctors of the World (MdM) has been present in Haiti since 1996 and works in partnership with national and local stakeholders, building bridges between communities and health institutions to strengthen access to care. This involvement supports the health system in the care of pregnant women and malnourished children, in addressing issues related to women’s sexual and reproductive health, and in improving mental health.

The external evaluation of the project stems from MdM’s desire to strengthen the accountability of its actions and improve its operational strategies and practices; this evaluation is an integral part of the project and has received prior authorization from AMC. These terms of reference target a consultancy that will focus solely on MDM’s interventions in Haiti.

Proposed timeline

The evaluation is expected to take place between February and October 2026, with a maximum effort period of 30 days. The fieldwork phase is expected to take place between August and September 2026 and will include travel to the project areas.

  • Preparation phase: Preparatory meeting, literature review, drafting of guides and assessment tools. Submission for obtaining the national ethics certificate and authorization to collect data (5 days)
  • Field phase: Data collection and analysis, preliminary report (15 days)
  • Drafting phase of the provisional final report (7 days)
  • Final report drafting phase (3 days)

The provisional timetable is subject to change at any time depending on the evolving context, including security and the possibility of going to the field.

Budget

The overall budget for the evaluation may not exceed CAD $22,000. The consultant must submit a detailed budget.

Skills required to carry out the mission

  • A mastery and demonstrated experience of at least 4 years in the evaluation of health projects and their methodologies;
  • Good experience in international cooperation and development;
  • Professional experience in the project’s intervention areas is an asset;
  • A good understanding of the health systems in the project’s intervention areas;
  • A good understanding of the context of the project’s intervention areas;
  • Solid experience in facilitating participatory processes (interviews, multi-stakeholder focus groups);
  • Demonstrated expertise in gender, expertise in feminist evaluation and intersectional analysis is an asset;
  • Good organizational skills, including the ability to deliver on time;
  • Good judgment, leadership, autonomy;
  • Excellent writing skills and the ability to demonstrate analytical and synthesis skills;
  • Fluency in spoken and written French, and fluency in spoken and written Haitian Creole are important assets.

Applications from teams led by women or from consultants with proven expertise in gender and social inclusion are particularly encouraged.

Interested parties must submit a detailed technical proposal containing the following elements:

  • Understanding the terms of reference;
  • The technical approach developed and the methodology;
  • Their Curriculum Vitae and their availability (if it is a team: its composition, the distribution of responsibilities among its members);
  • The provisional timetable for the evaluation mission (including the strategy for accessing the project’s intervention areas as well as the strategies at the linguistic level (via local consultant or other);
  • A budget proposal including all taxes and a breakdown of the budget (fees, living expenses, travel, interpreter, etc.)
  • References to 2 similar previous works;
  • A sworn statement attesting to the absence of a conflict of interest.
