Consultation Role: External Expert for the Development of Integrated Technical and Soft Skills Curriculum

Organization and unit: ActionAid – Arab Region & Liwan Space for Youth Development – Economic empowerment Unit

Consultation period: The consultancy should be completed by 15 November 2025. The assignment concludes upon delivery of the curriculum package, the training of peer educators, and the submission of the final report.

Background

In partnership with ActionAid Arab Region, Liwan youth space is implementing the Youth Inclusion and Employment Programme, which enhances the employability of young women and men while fostering entrepreneurship. Under the Ready for Tomorrow project, Liwan delivers life skills and technical training that equip youth with the competencies required to secure employment and engage in entrepreneurial opportunities.

To further modernize its training programs, ActionAid & Liwan seek an external expert to design an integrated curriculum combining technical (digital literacy and Microsoft Office applications) and soft skills (communication, teamwork, leadership, adaptability, etc.). The curriculum should prepare youth with practical, market-relevant digital competencies, while linking them directly to soft skills essential for workplace success.

Objectives of the Assignment

The consultant will:

  • Develop a comprehensive curriculum integrating digital literacy (Microsoft Office, online tools, digital communication) with core life/soft skills.
  • Ensure the curriculum is interactive, youth-friendly, and gender-inclusive.
  • Train 5–7 peer educators on the newly developed material, equipping them to facilitate sessions effectively.

Scope of Work and Responsibilities

The consultant will:

  1. Review Liwan’s existing life skills content and identify integration points with technical/digital skills.
  2. Design and develop training modules that combine:
  • Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Essential digital skills (online collaboration, digital safety, internet navigation).
  • Linked soft skills (communication, teamwork, problem-solving, adaptability, leadership).
  1. Develop facilitator guidelines and interactive activities that ensure practical application of both technical and soft skills.
  2. Conduct a Training of Trainers (ToT) for 5–7 peer educators, enabling them to deliver the sessions confidently and consistently.
  3. Submit a final report documenting the curriculum, methodology, and recommendations for sustainability.

Expected Output and Deliverables

  • Curriculum Package: Integrated and modernized training material (modules, presentations, exercises, facilitator guide).
  • Training Session: ToT delivered to 5–7 peer educators.
  • Final Report: Outlining updates, training outcomes, and recommendations.

Qualifications and Requirements

  • Proven experience in curriculum development (technical and life skills).
  • Strong expertise in digital literacy and Microsoft Office applications.
  • Solid background in youth training, education, or social sciences (5+ years).
  • Experience in training peer educators or youth facilitators.
  • Commitment to gender and cultural inclusivity.
  • Excellent facilitation and communication skills.

Payment will be made in two installments: 15% upon signing the agreements and 85% upon delivery of the deliverables.
