External Final Evaluation – Women, Peace and Security Agenda (WPSA) Project At Euromed Feminist Initiative

EuroMed Feminist Initiative (EFI), together with partners Women Empowerment Organization (Iraq), Association Najdeh (Lebanon), Arab Women Organization (Jordan), and the Palestinian Working Women Society for Development (Palestine), has been implementing the regional project:

“Strengthening the Role of Feminist CSOs in advancing the Women, Peace and Security Agenda (WPSA) in Iraq, Jordan, Lebanon & Palestine.”
The project supports feminist CSOs and women-led CBOs in peacebuilding, preventing violence against women & girls (VAWG), and expanding women’s participation in decision-making across local, national, and regional levels.

Purpose of the Final Evaluation

EFI seeks an independent external evaluation to assess:

Achievement of project objectives and expected results

Effectiveness, efficiency, sustainability, coherence, and impact

Lessons learned and actionable recommendations for future programming

The evaluation must be conducted using OECD/DAC criteria and generate both qualitative and quantitative evidence.

Scope of Work

The evaluation team will:

Review project documentation, monitoring data, progress & financial reports

Conduct field visits and interviews across Iraq, Jordan, Lebanon & Palestine

Collect and analyze evidence from CSOs, CBOs, community stakeholders, and decision-makers

Produce:

Inception Report

Preliminary Findings Presentation

Draft Evaluation Report

Final Evaluation Report + Annexes

Presentation of Key Findings

All reports must be submitted in English.

Required Qualifications (Main Evaluator)

Master’s degree or PhD in Social Sciences, Gender Studies, Development Studies, Public Policy or related field

Minimum 8 years’ experience conducting external evaluations of women’s rights / gender equality / peacebuilding projects

Demonstrated experience evaluating WPSA and VAWG interventions in fragile/conflict contexts

Strong expertise in quantitative & qualitative research methodologies

Proven ability to lead multi-country evaluations and manage diverse country teams

Excellent analytical report-writing and communication skills

Fluency in English and Arabic (mandatory)

Assistant Evaluator

Selection in coordination with EFI; should have strong research and field coordination experience.

Budget

Total budget ceiling: €30,000 (including all evaluator fees, travel, data collection, accommodations, taxes, and administration).
