FAIRMED Country Coordinator Central African Republic At FAIRMED

Position objectives:

The Country Coordinator acts as the representative of the FAIRMED Foundation in the CAR, and thus:

  • Represents FAIRMED, including legally with authorities, partners and communities
  • Guarantees, pilots and reports on operations according to FAIRMED’s multi-year strategy,
  • He/she coordinates and manages teams, ensuring that they embody and promote the appropriation of the values ​​of Equity, Accountability, Integrity and Respect (FAIR),
  • He/she directs, supervises, and ensures quality standards and accountability to communities, partners and donors,
  • He/she guarantees the promotion and compliance with internal financial and accounting management, budgetary, HR, logistics processes,
  • He/she ensures the establishment and implementation of the operational risk management system,
  • He/she ensures internal and external communication,
  • He/she leads the support for change in organizational culture and the ongoing restructuring.

His responsibilities and role include, among other things:

FAIRMED representation in CAR:

  • As a privileged interlocutor for the Government, Health Services, WHO and other clusters and multilateral, bilateral and non-governmental organizations, donors, he ensures coordination with national authorities and the application and monitoring of agreements signed with partners and national/local authorities,
  • He ensures the good reputation of FAIRMED in the country,
  • Responsible for external communication and its quality assurance in line with FAIRMED management and in collaboration with the Bern team,
  • He/she ensures good communication, visibility of FAIRMED’s interventions and expertise,
  • It ensures a regular flow of operational information within the office and with Berne.

Coordination of quality, healthy and transparent management of operations in accordance with policies, multi-year strategy and industry standards:

  • He develops the implementation of the global strategy in the country,
  • It guarantees good management of the program in line with the requirements of donors and the FAIRMED strategy,
  • He coordinates the development of new interventions, annual and multi-annual (MPO) project plans of operations (YPO) and ensures implementation according to standards,
  • He ensures the quality standards of FAIRMED interventions in collaboration with the National Technical Coordinator,
  • It ensures the good quality of half-yearly/annual reports on the progress of projects and according to the requirements of institutional donors,
  • It ensures compliance with and implementation of management practices reflecting the values ​​of respect, accountability, integrity and fairness,
  • He ensures the quality of management through financial control and quality control.

Ensure personnel management in the CAR:

  • He is responsible for the application of institutional and national rules and policies,
  • He provides supervision to the employees under his responsibility (6 people including a direct reporting line to the project coordinators) throughout the employee’s life cycle,
  • It ensures compliance with and respect for national texts concerning the administration of human resources,
  • In collaboration with the RAF, it guarantees standards in terms of HR administrative management,
  • He ensures that employees are managed by managers according to FAIRMED values ​​by promoting role-based team management (performance management, feedback practice, skills building).
  • He is responsible for the proper financial execution and compliance of accounts, the eligibility of expenses, and the proper management of assets,
  • He is responsible for financial management, the proper management and use of funds and logistical resources made available,
  • He ensures understanding and compliance with logistics procedures within the framework of operations management,
  • It ensures the establishment and implementation of sound logistics management (procurement, fleet, stocks) that complies with humanitarian logistics standards,
  • He ensures the establishment and implementation of efficient, up-to-date security management, known and respected by the teams,
  • It ensures the implementation of PSEAH directives within the framework of FAIRMED operations,
  • He ensures the analysis of organizational risks on the mission in collaboration with the RAF, the Logistics Security Manager and collaboration with the internal auditor and the teams in Bern, to prevent their occurrence and address existing risks effectively,
  • In conjunction with a legal support firm, he ensures the management of disputes, in collaboration with Berne
  • He ensures the relationship and compliance with the Ministry of Foreign Affairs, the Ministry of Planning and SPONG.
  • In collaboration with the National Technical Coordinator and technical teams, he ensures the strengthening of partnership relations with ministries, partner programs, and thematic clusters,
  • He leads and supports the development of FAIRMED’s strategic synergies and partnerships (Nexus, Neglected Tropical Diseases, Health),
  • He monitors relevant financing opportunities for FAIRMED and plans and coordinates the development of the portfolio in the medium term.

Ensure risk management in the country

Partnership management and portfolio development:

Candidate profile:

Training: Minimum Master’s degree within the framework of international cooperation and/or humanitarian aid.

  • Mastery of strategic planning (including financial)
  • Mastery of project cycle management
  • Mastery of budget management
  • A degree in public health, local development, or a similar field may be an asset.

Experience / Skills:

  • Experience as country director/head of mission/head of delegation of at least 2 years in an NGO
  • Minimum 10 years of professional experience, including at least 4 years of team management in a fragile and complex context in Central Africa, the Sahel or the Horn of Africa
  • Successful experience in multicultural team management, including HR administrative management
  • Proven experience in organizational risk management: financial, security,
  • Excellent writing and communication skills
  • Experience in driving or supporting change
