Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in cases of armed conflict, but also epidemics, pandemics, natural disasters or exclusion from care.
The Field Finance Management Officer participates in defining the financial and budgetary strategy of the Field Management department and contributes to its implementation and monitoring. They participate in the budgeting process and ensure sound administrative and financial management. They serve as a focal point for support units and departments and contribute to operational support.
Main responsibilities
Reporting to the Head of Field Management Services:
Participate in defining the strategy of the Field Management department
- Participate in defining the Department’s financial strategy.
- Participate in defining the strategy for the field finance sector.
- Participate in defining the strategy and implementing the internal control and fraud reporting system.
- Participate in the definition and implementation of policies and procedures relating to compliance (combating the financing of terrorism and money laundering).
Participate in budget preparation and the production of financial forecasts
- Participate in the preparation of the budget and budget revisions.
- Collaborating with cells and fields to improve construction and budget forecasts.
- Consolidate information and budget assumptions.
- Develop ad hoc analyses necessary for understanding activities and their evolution.
- Identify the financial information needs of the different stakeholders.
Participate in the development of financial tools for departments
- Contribute to the development, implementation, maintenance and dissemination of field management tools.
- Working jointly with teams on cross-functional training.
- Participate in the sharing and capitalization of good practices between cells and in departments.
Contribute to supporting the operations of MSF France and OCP
- Supporting managers in defining their information needs and in their analyses.
- Participate in ensuring the compliance of field management practices with internal and external standards, and ensure compliance with technical constraints and obligations.
- Partnering with various departments in support of Operations, ensuring that strategies and action plans are compatible with the department’s strategy.
- Participate in interdisciplinary steering and monitoring meetings (PIPO, operations meetings, etc.).
Participating in cross-functional projects
- To be proactive in proposing solutions for projects carried out by the Field Management department.
- Participate in the formalization and monitoring of internal control.
- Participate in the implementation and monitoring of the strategy for the field finance sector.
- Based on the strategic roadmap validated by the Field Management department, be responsible for projects and working files in connection with the departments concerned.
Desired profile
Education/Experience:
- University studies or equivalent level Bac +2
- A minimum of 2 years’ experience in humanitarian finance is essential.
- Experience as a financial manager or management controller in the humanitarian sector (MSF is an asset).
- Field/coordination experience in the humanitarian sector is an asset (MSF is an asset).
SKILLS :
- Excellent knowledge of standard financial processes and mastery of accounting and budgetary management principles.
- Excellent command of office software.
- Knowledge of MSF France management tools (Saga, Unifield, WEFIN, HOMERE) is an asset.
- Proficiency in facilitating meetings.

Job specifics
Status: Permanent full-time contract. Management position, based in Paris. Teleworking according to MSF’s rules (2 days/week).
Conditions: €50,420 gross annual salary over 13 months. 22 days of paid time off per year. Supplementary health insurance fully covered by Doctors Without Borders. Meal vouchers with a face value of €12 (60% covered by Doctors Without Borders). 50% reimbursement of public transport pass.
