General context of the project
The Central African Republic has faced complex and recurring crises for over two decades, characterized by security, health, and climate dynamics.
While positive developments have been observed in some areas, the situation remains fragile, with persistent pockets of insecurity along certain routes and in certain localities, affecting access to essential services and the living conditions of the population.
Furthermore, the country faces recurring humanitarian shocks, including epidemics (such as cholera), as well as climate-related hazards like floods, which exacerbate the vulnerability of communities.
In this context, humanitarian needs remain high, particularly in the areas of access to water, sanitation, health, and protection.
INTERSOS has been present in the CAR since 2014 and implements humanitarian interventions aimed at meeting the needs of affected populations, in accordance with the principles of humanity, neutrality, impartiality, and independence.
The organization has a coordination office in Bangui and an operational presence in several prefectures, including Kémo, Bamingui-Bangoran, Nana-Gribizi, Haute-Kotto, Ouham and Ouham-Pendé.
General objective of the position
Carry out or supervise all logistics, supply and IT activities of the base and associated projects according to INTERSOS standards and protocols in order to have the equipment, infrastructure and vehicles in optimal operating conditions.
Plan, supervise and manage logistics and supply support operations to ensure the smooth running of base and project activities.
Main responsibilities and tasks
Logistics Information Management
- Enter logistics data accurately and quickly into the INTERSOS Logistics software (Intersos Management Platform – IMP). Provide training to base staff as needed and support the implementation of the INTERSOS Logistics software within the mission.
Supply chain management and procurement
- Plan, coordinate, and supervise the base’s supply activities and define the priority level. Implement the appropriate tools and procedures.
- Conduct local procurement (tenders and direct purchases) of goods and services in compliance with INTERSOS and donor requirements, and ensure that the line manager is aware of any issues related to the quality or availability of the items to be purchased.
- Monitor payments to all suppliers and collect all necessary supporting documents from them, i.e., receipts and delivery notes. Ensure that all original documents are in the coordination office before any payment is made.
- Assist the procurement manager or logistics coordinator/manager in ensuring that all procurements are completed on IMP and that all necessary documents are downloaded and properly filed in the finance department.
- In collaboration with the logistics coordinator/supply manager and the portfolio manager, he is responsible for the effective use of the ERP system and inventory accounting.
- Follow the defined supply plan and coordinate local purchases with project staff
- Submit purchase requests to the procurement manager for IT and tenders and/or any other purchases that cannot be made locally
- Facilitating negotiations with local buyers and maintaining good relationships with suppliers
- Conduct market assessments and update lists of pre-qualified suppliers
- Update all supplier records and ensure that all supplier-related documentation has been fully updated in the ERP system.
- Collaborating in the preparation of the monthly logistics report
Facilities and communications management
- Ensure the installation and maintenance of functional office space(s) and guesthouse facilities with adequate living conditions, in accordance with minimum standards and the INTERSOS brand identity manual. Ensure the application of defined safety and security measures and conduct inspection visits to assess the facilities’ rehabilitation needs.
- Ensure that facilities have the appropriate IT and communications infrastructure and equipment to support INTERSOS software platforms and that they comply with policies and procedures – enabling continuous communication between capital, projects, bases, and headquarters, and proper base management. Ensure that all mission personnel receive adequate training on the use of available communications equipment (e.g., satellite phones, HF/VHF radios, computers, etc.).
Asset Management
- Support for the purchase, use and maintenance of IT assets, office and project equipment and communication tools, while ensuring that all core assets recorded in IMP are documented, issued with unique INTERSOS asset numbers, labeled and recorded in accordance with asset management policies and procedures.
- Support the CLC/CLM on the asset reporting list at the end of the project and oversee the asset rotation according to the destination defined with the programs department.
- Supervise the regular quarterly verification of fixed assets.
Transport management
- Ensure that the INTERSOS fleet management model, movement security protocols and brand identity manual are applied at the base, that the fleet is checked and maintained regularly, and that the vehicles are insured and taxes are paid.
- Ensure that fuel consumption is properly monitored and that vehicle logbooks, maintenance records, oil records, and other fleet formats and templates are used by field logistics staff. Ensure that proper vehicle documentation (i.e., lease, insurance, mechanical inspection, etc.) is correctly managed by logistics staff.
- Plan vehicle movements, track individual journeys, and ensure the implementation of security measures.
Human Resources Management
- Monitor the activities of subcontractors and the team under your responsibility
Security applied
- Monitor the technical aspects of the project’s risk reduction policy, transportation, communication, protection, identification and preparation of the technical aspects of the security policy and guidelines, the evacuation plan and the emergency plan, the daily monitoring of the application of security rules and the reporting to the LogCo/LM and the Head of Mission of any problems that may arise. To this end, the base logistics officer must create a suitable environment to facilitate the secure exchange of information.
Required profile
- Essential secondary education and formal technical training. Certifications in the field would be an asset.
- 1 year of experience in logistics and/or supply chain
- Essential computer skills (Word, Excel and Internet)
- Experience with other NGOs is desirable
- The mission’s language is essential. Local working language is desirable.

- Salary range: €2,258 – €2,447 monthly gross
