Position Summary:

The Finance Coordinator is responsible for the comprehensive financial management of the organization. Finance Coordinator reports to the Operations Manager to ensures the integrity, accuracy, and compliance of financial systems and reporting while contributing to strategic planning and organizational development. The role manages finance team and collaborates closely with other departments to support programmatic and operational effectiveness.

Duties & Responsibilities

1. Financial Management and Reporting

  • Lead and oversee monthly, quarterly, and annual financial closings, ensuring the production of timely and accurate financial statements.
  • Maintain and supervise accurate general ledger entries, ensuring regular reconciliations of all accounts.
  • Prepare and review balance sheet schedules, ensuring all supporting documentation is complete, organized, and audit-ready.
  • Oversee the booking and allocation of all expenditures, including payroll, inter-country transactions, and shared costs.
  • Review and approve monthly payroll, ensuring compliance with statutory deductions, tax regulations, and internal policies.
  • Maintain and regularly update Financial Management System (FMS) master data for accuracy and integrity.
  • Monitor organizational cash flow, manage treasury functions, and ensure timely bank reconciliations.
  • Ensure proper financial documentation archiving in accordance with audit and regulatory standards.

2. Budgeting and Donor Compliance

  • Lead the development, analysis, and monitoring of project and organizational budgets in line with donor requirements and internal strategies.
  • Support program and grants teams in preparing accurate, realistic, and compliant proposal budgets.
  • Track budget performance and spending trends; provide regular financial analysis and strategic advice to budget holders.
  • Ensure timely preparation and submission of accurate donor financial reports.
  • Maintain strict compliance with donor regulations (e.g., USAID, ECHO, UN agencies), organizational policies, and local statutory requirements.
  • Lead processes for donor budget revisions and no-cost extension requests.
  • Oversee timely and accurate data preparation for internal, donor, and external audits.

3. Risk Management, Compliance, and Internal Controls

  • Proactively identify financial and operational risks; design and implement effective mitigation strategies.
  • Conduct regular financial reviews and internal control assessments across all operational areas.
  • Enforce financial and procurement policies and procedures, including cash handling, payments, and advances.
  • Support fraud prevention, detection, and resolution processes.
  • Ensure follow-up and implementation of corrective actions related to audit findings and internal reviews.

4. Team Management and Development

  • Lead, supervise, and mentor the finance team, providing regular performance reviews, coaching, and capacity-building opportunities.
  • Foster a team culture of integrity, accountability, transparency, and continuous improvement.
  • Collaborate with other departments to ensure cohesive financial support for programmatic and operational activities.
  • Support succession planning and lead initiatives for staff development and retention.

5. Other Responsibilities

  • Represent the finance function in coordination and planning meetings.
  • Carry out additional duties assigned by the Operations Manager or Country Director, in line with the scope of this leadership role.

Qualifications and Experience:

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Master’s or CPA/ACCA certification is a strong asset).
  • At least 6 years of progressive experience in financial management, NGO or donor-funded sector experience is a must.
  • At least 3 years of progressive experience in Middle or Senior management positions.
  • Demonstrated experience with budgeting, financial reporting, audits, and donor compliance.
  • Proficiency in QuickBooks accounting software (Desktop and online versions) and advanced Microsoft Excel skills.
  • Solid understanding of financial compliance requirements for major donors (e.g., USAID, UN, EU).
  • Familiarity with Syrian tax, labor, and financial regulations is an advantage.
  • Fluency in written and spoken English and Arabic.
