General context of the project

INTERSOS strengthens its operational presence in the central Sahel by creating a sub-regional structure dedicated to managing its interventions in the Sahel (Mali/Niger).

This region faces one of the world’s most complex humanitarian crises, marked by persistent conflicts, massive population displacements, and acute food insecurity. In this volatile context, INTERSOS intervenes in vital sectors: Protection, Health, Nutrition, and the Response to Basic Needs.

The challenge for the Sub-Region: The new sub-regional team will be tasked with pooling technical expertise, optimizing resource management, and ensuring harmonized strategic leadership. The objective is to guarantee safe humanitarian access and quality aid to the most vulnerable populations in the three countries.

General objective of the position

The Sub-Regional Finance Coordinator defines, coordinates, and oversees the implementation of financial strategies, internal control policies, and all administrative management within the missions under their responsibility. In accordance with INTERSOS’s operational challenges and protocols, and under the guidance of the Regional Finance Coordinator, they ensure the reliability and transparency of the financial information produced. They ensure that resource allocation within the sub-region’s projects is documented accurately and promptly, both for the organization’s internal management needs and for accountability requirements to third parties and donors.

Main responsibilities and tasks

Financial Strategy and Budget Management

  • Actively participate in the strategic direction of the sub-region by planning and monitoring overall financial and budgetary needs. Anticipate operational challenges to ensure that resources are allocated optimally and consistently with mission objectives.
  • Define and manage the financial strategy of the countries under their responsibility by assessing and mitigating the financial risks specific to each context. Develop economic plans in close collaboration with the Sub-Regional Director, the Sub-Regional Program Coordinator, and project managers.
  • Produce and analyze key financial indicators to ensure rigorous monitoring of the economic situation of each mission. Conduct relevant cost analyses, proactively track budget variances, and recommend necessary corrective actions to the relevant teams.
  • Support the Management and the Program department in the financial engineering of new projects. Supervise the preparation of proposal budgets, ensuring a coherent integration of the needs of all support departments (HR, Logistics, Security) at the sub-regional level.

Accounting, Treasury and Internal Control

  • Oversee the integrity of the accounting process within the missions under their responsibility, ensuring an optimal level of verification and a segregation of duties adapted to the size of each country. Ensure that accounting databases comply with INTERSOS standards and are reconciled monthly according to internal control mechanisms.
  • Manage cash flow across the sub-region to ensure the smooth deployment of operations while minimizing financial and security risks. This includes defining cash levels, validating cash flow forecasts, monitoring local bank accounts, and anticipating funding needs to prevent any cash flow disruptions in the field.
  • Ensure compliance and contractual alignment by adhering to INTERSOS policies and donor procedures, while also ensuring their compatibility with national legal and tax frameworks. Adapt local tools and procedures to optimize the management of financial resources for each mission.
  • Raising awareness among SMTs and budget managers about financial risks, fraud management and the extent of their fiduciary responsibilities within the organization.
  • Coordinate the management of donor contracts, in collaboration with the Regional Financial Coordinator, by overseeing the preparation of budget proposals, financial reports and the monitoring of financing agreements for the entire area.
  • Deploy a robust and ethical internal control system within each mission. Ensure the correct use of the Accounting Information System (ERP) and procedural protocols in order to meet all legal and institutional obligations of the sub-region.

Institutional Administration and Reporting

  • Ensure the transmission to the Regional Financial Coordinator and the Head Office Finance Department of all accounting reports and supporting documents related to projects and contracts.
  • Ensure the archiving and compliance of administrative and accounting documentation for missions, as well as the integrity of project closure files for the entire sub-region.
  • Collaborating closely with the HR department to secure the administrative management of personnel and ensure compliance with legal and social obligations in each country.
  • Supervise the monthly and annual closing of the zone’s accounts, certifying that the financial statements accurately reflect the economic reality and the commitments of the missions.

Management and Development of Finance Teams

  • To lead and support the development of national finance teams (Country Finance Coordinators, Admin/Finance Managers), by providing coaching, skills development and motivation.
  • To prevent and resolve conflicts within the financial services of its area and to promote a collaborative and ethical working environment.
  • Manage the HR cycles of the Finance department (recruitment of senior profiles, training engineering, briefings/debriefings, performance evaluations) in order to ensure that each mission has the necessary size and expertise for its activities.
  • Identify high potentials within the sub-region and promote internal mobility or career development to stabilize key skills.

Logistics and Purchasing Interface

  • Supervise, in collaboration with the Logistics Coordination, the compliance of supply processes (goods, works and services).
  • Ensure that each purchase strictly complies with INTERSOS thresholds and guidelines, as well as the specific procedures of the funders, to ensure the eligibility of expenses.

Required profile

  • Master 2 (Bac+5) in Finance, Accounting, Auditing or Economics.
  • A degree in business administration (such as an MBA) or an accounting certification is an asset.
  • Minimum of 6 to 7 years of proven experience in financial management, including at least 4 years in a senior team coordination or management role.
  • Prior experience within international NGOs is essential, ideally in humanitarian crisis contexts or in developing countries.
  • Advanced mastery of multi-country and multi-donor budget management (ECHO, BHA, AFD, OCHA, etc.).
  • Excellent command of computer tools (Office Suite, expert in Excel) and financial accounting/ERP software (SAGA, Microsoft Dynamics, etc.).
  • Strong knowledge of audit procedures, fraud risk management and contractual compliance.
  • Ability to consolidate complex financial data from multiple missions to produce strategic dashboards.
  • Perfect command of the official working language of the sub-region’s missions (French)
  • The ability to communicate in a second international language is a major advantage for exchanges with headquarters (English).
  • Ability to anticipate financial developments and to advise management on the economic viability of the sub-region.
  • Demonstrated ability to lead, train and develop the skills of remote finance teams.
  • Impeccable integrity and total commitment to the principles of transparency and the INTERSOS code of conduct.
  • High behavioral flexibility to navigate between different legal and tax frameworks depending on the countries in the area.
  • A posture oriented towards supporting operations (Programs/Logistics) while maintaining a strict control framework.

General terms and conditions and benefits:

  • Salary range: Grade 12 – €3,690 – €4,245 monthly gross
