CONTEXT

HI has been operating in the DRC since 1995 and today implements a diversified portfolio of humanitarian and development projects, with a significant presence in Kinshasa and the East of the country.

In Kinshasa and the West, the program intervenes in particular in strengthening the health system, rehabilitation, maternal and child health, Nurturing Care and inclusion, with the launch from 2027 of a major multi-year program financed by Belgian cooperation.

In the East, HI is present in Goma/Mweso, Beni and Uvira, with interventions in North Kivu, South Kivu and Ituri. Its portfolio includes rehabilitation, mental health and psychosocial support, protection, humanitarian inclusion, emergency and epidemic response, and explosive ordnance risk education.

Through Atlas Logistique, HI also develops significant shared logistics services activities: storage, transport, cold chain and support for humanitarian actors.

The program is evolving in a particularly complex security, administrative and operational context, marked by the conflict in the East, population displacements, access constraints and the need to be able to quickly adapt and deploy operations.

YOUR MISSION

The Finance Manager is responsible for leading the finance teams, ensuring compliance with organizational standards and local financial rules, developing financial strategy and management, and finally, managing operational finances within their scope.

Evolution of Financial Volume

The DRC program has seen significant growth and diversification of its portfolio in recent years, with several humanitarian and development funding projects of significant volumes.

The teams are spread between Kinshasa and several bases.

This multi-base organization implies highly decentralized financial management, while requiring robust steering, consolidation and control mechanisms at the national level.

The Finance Manager for the DRC ensures the overall management of the Finance function and the financial consolidation of the program.

Key donors and external partners

The program’s portfolio relies on a diversity of institutional donors.

HI regularly intervenes within consortia and in partnership with international and national NGOs, which involves significant management of partnership agreements, financial monitoring of partners and reporting obligations to leads and donors.

JOB SPECIFICITIES

The position can be based in Kinshasa or Goma, with regular travel between the different program bases and occasional travel to intervention areas.

In Kinshasa, the position is open to families/couples.

In Goma, the position is unaccompanied (without family/couple).
