Job Profile

The Finance Manager provides overall leadership and oversight of financial management, ensuring compliance with RI policies, donor regulations, and local laws.

In Sudan and Chad, the role goes beyond financial management to include active identification, quantification, and management of financial exposure, particularly in relation to workforce structures, legal liabilities, and donor funding limitations.

The Finance Manager is a key advisor to senior leadership, ensuring that operational decisions are fully informed by financial risk, cost implications, and funding constraints, and that the organization is protected from unfunded liabilities.

Key Responsibilities

Financial Strategy and Leadership and Leadership

  • Lead the development and implementation of country-level financial strategies aligned with organizational priorities and funding realities
  • Provide strategic financial advice to senior management on resource allocation, cost control, and financial sustainability
  • Support senior leadership in decision-making by providing accurate financial analysis and forward-looking insights

Budgeting and Financial Planning

  • Lead the development, consolidation, and monitoring of master budgets, ensuring alignment with program priorities and funding frameworks
  • Support the delivery timely and accurate financial budgeting, monitoring and reporting in compliance with legislation and statutory, institutional and funder regulations Ensure adherence to donor regulations across all RI grants, participating in grant management meetings and budget revisions as needed. Maintain comprehensive records of all budgets and create activity codes for approved budgets, ensuring accurate implementation in NetSuite.
  • Preparation of common cost allocation for all the shared costs in the country and ensure consistent application of the same
  • Maintain accurate financial budget vs actual and pipelines.
  • Support budget realignments and revisions in coordination with program and operations teams
  • Contribute to proposal budgeting, ensuring consistency with cost structures and donor requirements

Financial Management and Reporting

  • Oversee & coordinate the data entry and financial transactions within the NetSuite financial system, ensuring accuracy and compliance.
  • Prepare and validate monthly financial statements, including balance sheets and income statements, for the country office.
  • Develop and manage cash flow forecasts, maintaining optimal bank account operations and relations.
  • Ensure that all transactions are processed promptly and accurately onto the accounting system, using RI and donor coding for all records and month-end outputs.
  • Perform monthly reconciliations, including bank reconciliations and cash count, to ensure all balances are up to date.
  • Submit statutory in-country returns, accounts and ensure timely submission of expenditure by team members and processing of expenditure
  • Ensure that all staff expense claims, cash advance requests and acquittals processed in a timely manner and adhere to relevant RIs Global Delegations of Authority, processes, procedures and documentation.
  • Oversee all financial records keeping, security and organizing by maintaining an efficient, robust, transparent filing system.
  • Act as a key focal point with banks and be responsible for resolving bank related issues and keeping signatories up to date as instructed
  • Escalate any financial compliance issues to the relevant line management
  • Ensuring best practices and strong internal controls are maintained for all financial functions of RI Sudan.

Cash Flow and Treasury Management

  • Lead cash flow planning and monitoring to ensure availability of funds for program implementation
  • Oversee Request for Funds (RFF) processes and liquidity management
  • Monitor financial commitments and expenditure trends to anticipate funding gaps

Compliance, Internal Controls, and Audit

  • Ensure compliance with RI financial policies, donor regulations, and local statutory requirements
  • Maintain strong internal control systems to safeguard organizational assets and ensure accountability
  • Lead preparation for internal and external audits and ensure timely follow-up on findings
  • Ensure proper financial documentation and record management

Grant Financial Management

  • Support the financial management of grants throughout the lifecycle (start-up, implementation, close-out)
  • Monitor burn rates, cost allocations, and compliance with approved budgets
  • Identify and flag variances or risks related to grant implementation and financial performance
  • Ensure coordination with program teams on financial planning and reporting
  • Monitor budget execution and develop tools for analyzing grant expenditure trends.
  • Prepare & Review the Budget versus actuals on a monthly basis for all active grants.
  • Reviews budget revision in close coordination with DCDs and PM when necessary
  • Create activity codes when the budget is approved and ensure to upload correctly in NetSuite
  • Assist in realignment exercises as needed for any budgets and ensure review of the same by RSO.
  • Consolidating budget inputs and linking to the donor format for onward review by the DCD-SS

Partner support

  • Assess partners financial management abilities, identifying capacity needs for successful financial management
  • Ensure all partner payments are made in time coordinating with grants and programs team for necessary supporting documents/reports
  • Provide ongoing training to and monitoring of partner and other associate organizations in the management of financial procedures as required by RI to ensure transparency and compliance with RI, statutory and donor requirements

Payroll Management:

  • Review and reconcile payroll records, ensuring accurate payroll processing and compliance with financial records.

Financial Analysis and Decision Support

  • Provide financial analysis to support operational and strategic decision-making
  • Contribute to scenario planning and cost analysis related to program changes, funding variations, or operational adjustments
  • Support management in understanding financial implications of key decisions

Coordination with HR and Operations

  • Work closely with HR and operations teams to ensure alignment between staffing structures, budgets, and funding availability
  • Support costing and financial planning related to workforce and operational structures
  • Ensure financial considerations are integrated into planning processes across departments

Team Leadership and Capacity Building

  • Lead and manage the finance team, ensuring clear roles, accountability, and performance management
  • Build capacity of finance and non-finance staff on financial procedures and compliance requirements
  • Promote a culture of accountability, transparency, and continuous improvement

Person Specification

Skills, knowledge and expertise required for the role.

Essential Criteria

  • Demonstrated experience managing finance operations in Sudan.
  • Bachelor’s degree level from a recognized and reputable university, preferable with a major in finance/accounting and professional finance qualification, such as ACCA, CPA, CIMA
  • Minimum 5 years of progressive finance experience, including at least 3 years in a managerial role within the INGO or humanitarian sector.
  • Proficiency in NetSuite and advanced Microsoft Office skills
  • Proven experience developing and implementing finance strategies.
  • Ability to work under pressure and meet tight deadlines.
  • Strong problem-solving skills and an innovative approach to finance challenges.
  • Willingness to travel, sometimes on short notice, for finance-related duties.
  • Excellent communication skills, including negotiation, presentation, and relationship management.
  • Fluency in written and spoken English; proficiency in French.
