The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. Currently, as part of the emergency response to the earthquake, DRC is seeking a highly qualified Consortium Finance Officer based in Caracas, Venezuela.

About the job:

DRC manages its operations in Venezuela through its country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela implements protection monitoring, legal assistance, individual protection assistance for persons with specific needs (PWSN), information sessions for persons of concern (PoC), prevention of human trafficking, and food security initiatives.

As part of the emergency response to the earthquake that occurred in June 2026, DRC is opening a new implementation office in Caracas, separate from the country office, to address the needs of the affected populations. To this end, DRC is seeking a Finance Officer . The Finance Officer will be responsible for supporting financial operations to ensure compliance with internal and external requirements and legal regulations, as well as ensuring adherence to donor criteria.

General objective of the position:

The Finance Officer will be responsible for supporting financial operations to ensure compliance with internal and external requirements and legal regulations, as well as ensuring adherence to donor criteria. The Finance Officer must be familiar with the accounting cycle, accounts payable, accounts receivable, treasury management, and banking. This includes monitoring budget execution and following up on documentation and procedures for internal and external audits.

Responsibilities:

Accounting and administrative management of the consortium.

  • Perform comprehensive financial monitoring of the funds allocated to DRC Venezuela within the consortium, ensuring the efficient, timely and strategic use of the budget according to the operational plans.
  • Assist in the formulation, amendment, and realignment of budgets during the proposal and execution phases, ensuring their full consistency with DRC policies and donor guidelines.
  • Coordinate the preparation of the consortium’s periodic financial reports, thoroughly validating the accuracy of the data, the eligibility of the expenditure, and strict compliance with the supporting documentation.
  • Analyze the consortium’s budget execution monthly to identify variations and available balances, issuing early warnings about risks of under-execution or overspending to the command lines.
  • Control the consortium’s disbursement, advance, and settlement cycle, keeping financial trackers and contractual obligation schedules up to date.
  • Maintain fluid communication channels with the Programs, Grants and Supply Chain teams to optimize financial management, also supporting general accounting and treasury processes according to the needs of the country operation.

Financial Control and Grant Management

  • Design and deliver training to implementing partners in financial management, internal control, budgets, reporting, supporting documentation and compliance with donor and DRC regulations.
  • Provide ongoing technical assistance to partners’ financial and administrative teams to strengthen their systems and processes.
  • Maintain regular and proactive communication with partners to resolve doubts, anticipate risks, and improve the quality of financial reports.
  • Conduct regular site visits to partners’ implementation areas to verify financial processes, review documentation, and strengthen internal controls.
  • Hold regular meetings with implementing partners and project teams to review financial progress, operational challenges, and action plans.
  • Support initiatives for process improvement, automation, controls and administrative efficiency of the finance department.

Compliance, Internal Control and Audit

  • Regulatory Assurance and Eligibility: Ensure that the consortium’s financial management strictly complies with the DRC Operations Handbook, corporate procedures, local regulations, and each donor’s eligibility, reasonableness, and budget allocation criteria.
  • Risk Management and Internal Control: Proactively identify financial risks or internal control weaknesses in project execution, designing and implementing mitigation measures to safeguard the transparency of funds.
  • Partner Monitoring and Corrective Action Plans: Monitor the financial compliance of the consortium’s partner organizations, detecting regulatory deviations and proposing timely corrective action plans.
  • Facilitation of Audits and Follow-up: Coordinate the preparation of documentation and handling of internal, external audits or donor reviews, ensuring the closure and effective follow-up of any resulting financial findings.

Treasury, Payment Processes and Operational Support

  • Continuously monitor liquidity and cash flow, ensuring the timely availability of funds for the uninterrupted execution of the consortium’s activities.
  • Review, verify and process payment requests to suppliers, staff and third parties, ensuring that they have the proper authorizations and the complete supporting documentation package.
  • Ensure strict compliance with the supplier payment schedule, aligning disbursements with the specific financial cycles of the various Legal Entities (LE) involved.
  • Verify budget sufficiency and correct allocation of spending lines in the system before proceeding with the execution or authorization of any payment.
  • Financial Support to the Supply Chain: Provide technical and financial support in the procurement processes, ensuring that purchases comply with DRC’s organizational thresholds and policies.

Organizational Collaboration and Compliance

  • Comply with and promote internal policies, including the DRC code of conduct.
  • Collaborate in complying with safety standards and operating procedures.
  • Contribute to teamwork and the continuous improvement of financial processes.

Experience and technical skills:

  • At least 2 years of work experience with an international NGO in a similar role.
  • Advanced Microsoft Office skills
  • Knowledge of Microsoft Dynamics

Essential skills:

  • High level of competence in the use of technological tools.
  • Experience working with ERP
  • Basic proficiency in PowerPoint and Word.
  • Good communication and document organization skills.

Education:

  • University degree in Finance / Business Administration / Accounting or equivalent experience

Language:

  • Spanish
  • Fluency in English (Desirable) written and spoken
