Finance Specialist – (National Staff) At Danish Refugee Council

The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in over 40 countries to provide appropriate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move, and vulnerable local populations/host communities. DRC is currently seeking a highly qualified Finance Specialist based in Caracas, Venezuela.

About the work

DRC is managing its operations in Venezuela, under the direction of the country office in Caracas and three field offices located in the states of Sucre, Apure, and Zulia. DRC Venezuela is implementing activities such as protection monitoring, legal assistance, individual protection assistance for people with disabilities, information sessions for proof of identity (PoC), prevention of human trafficking, rehabilitation of health infrastructure, and food security.

General purpose of the position

The Finance Specialist acts as the country financial controller for projects implemented within the country. They are responsible for the overall monthly recording of expenditures for the relevant projects and for maintaining updated budget tracking tools as requested by the organization. This includes convening relevant meetings and submitting reports. The Specialist provides general advice, coordination, and technical support to finance and program teams nationwide, ensuring financial compliance as outlined in the DRC Operations Manual, local SOPs, and donor guidelines. They also oversee the quality of financial reporting and its proper allocation.

Geographic scope: Country (Venezuela)

  • The Finance Specialist ensures compliance with DRC’s global and local procedures and donor guidelines within the country. This role contributes to the development of national strategies for providing financial information, which are then translated into action plans and daily tasks. The Finance Specialist provides technical support and guidance to national operations while also monitoring country activities.

Main responsibilities

General technical support

  • Provide technical support and advice to finance, support and program teams on finance, budgeting and budget monitoring.
  • Provide technical support on the Microsoft Dynamics ERP system in the finance and accounting modules when needed.
  • Support the development and implementation of Dynamics financial modules and ensure the development of staff capabilities.
  • Provide support to finance teams in the field. This may involve traveling to ensure that financial procedures are followed in each office.
  • Identify training gaps among DRC’s financial staff.

Accounting/Financial Planning and Analysis

  • Proceed to create projects in Dynamics in accordance with the budget structures approved by the donors, in compliance with budget management policies, resource scheduling and the use of cost categories.
  • Proceed to create co-financing parameters between projects and ensure that cost entries are correctly recorded as co-financing in Dynamics.
  • Ensure that the allocation of salary costs and timesheets is accounted for on time and correctly.
  • Ensure that budget forecasts and commitments are updated in a timely manner.
  • Ensure that the BFU tool is updated in a timely manner.
  • Monitor the financial execution of implementing partners, as well as track requested corrections and record them in Dynamics.
  • Together with the Finance Team Manager, execute the master budget update, ensuring budget coverage of support costs for the national office, in collaboration with program directors and support services.
  • Ensure the holding of BFU meetings.
  • Support the timely delivery of quality financial reports to donors and internal reports.
  • Contribute to the design of relevant financial key performance indicators (KPIs).
  • Ensure the development of the financial team’s capabilities in the country.

Financial compliance tools

  • Ensure that all financial compliance tools are implemented, used, and understood in every office.
  • Ensure that financial tools are adequately developed for implementing partners and shared with them, and that executing partners receive the necessary training.

Experience and technical skills:

  • Minimum 3 years of relevant work experience and 2 years in an international NGO in a similar role.
  • Advanced computer skills
  • Experience working with ERP
  • Experience in performing administrative tasks.
  • Good communication skills
  • High level of detail
  • Motivation for work in the humanitarian sector
  • Advanced proficiency in Excel and Word
  • Well-developed organizational and planning skills to meet deadlines
  • Expert handling of the Microsoft Office suite
  • Fluency in the local language
  • Knowledge of Microsoft Dynamics.

Education:

University degree in Finance / Business Administration / Accounting or equivalent experience

Languages:

Fluency in written and spoken Spanish and English.
