BACKGROUND

Lebanon continues to confront an unprecedented financial and economic crisis, exacerbated by a long history of violence, volatility, and social inequality. This crisis has deeply undermined the subsistence capacity of already vulnerable populations. The country remains home to the largest numbers of refugees per capita in the world, with approximately 1.5 million displaced Syrians, 31,400 Palestine refugees from Syria, 35,000 Lebanese returnees, and a pre-existing population of 174,422 Palestine refugees residing in 12 official refugee camps and 156 gatherings. Moreover, the geopolitical environment continues to deteriorate, which poses risks for new displacement waves. This multi-layered crisis has had devastating impacts on Lebanon’s social, economic, and environmental capital, and increasingly threatens the country’s social cohesion and stability.

Communities hosting displaced populations face increasing pressure on limited resources, weakened service delivery systems, and reduced institutional capacities. These challenges have been further intensified by the economic and financial crisis since 2019, as well as the growing impact of climate change.

The Lebanon Host Community Support Project – Phase 2 (LHSP 2.0) seeks to anchor stabilization activities within a more integrated local development framework. It focuses on working at the area-based level within clusters and unions, with a strong emphasis on strengthening municipal capacities to enhance the sustainability and impact of stabilization efforts. At the local level, LHSP 2.0 aims to bolster the coping and sustainable development capacities of host communities. Its key objectives are to create a more enabling environment for mitigating and preventing tensions by:

  • Reducing competition over public services, livelihood, and economic opportunities: This is achieved by supporting the maintenance and expansion of service delivery and creating economic opportunities, especially in the context of the significant incapacitation of both public and private sectors.
  • Providing conflict-sensitive and inclusive dialogue and decision-making spaces: These spaces allow local communities to engage in peaceful discussions, identify common interests, and collaboratively chart a path towards a sustainable future.

The Local Development for Stabilization Project (LDP) complements LHSP 2.0 by focusing on strengthening local governance, enhancing economic resilience, and supporting sustainable development processes at the community level.

Together, the LHSP 2.0 and LDP projects are critical in addressing Lebanon’s multi-dimensional vulnerabilities and ensuring the country’s capacity for sustainable, inclusive recovery. They aim to create a harmonious, integrated approach to local development that not only addresses immediate needs but also builds resilience for the future.

Within this framework, financial tracking and reporting systems remain keys for enhancing local economic resilience and supporting vulnerable communities.

OBJECTIVES

UNDP Lebanon implements complex, multi-sectoral programmes that require robust Financial and Monitoring systems to ensure evidence-based planning, effective reporting, and informed decision-making. Current data management relies on localized and single-user tools, which limit collaboration, consistency, and timely reporting.

To strengthen institutional Financial and Monitoring capacity and enhance data accessibility, analysis, and visualization, UNDP seeks to develop and operationalize a centralized, cloud-based database solution fully integrated within the Microsoft ecosystem. This system will replace existing MS Access and Excel-based tools with a multi-user platform capable of supporting data entry, reporting, and management dashboards for technical staff and senior decision-makers.

SCOPE OF WORK

Under the supervision of the relevant UNDP Project Specialist, and in close coordination with programme, Finance, and reporting teams, the Financial Database and Reporting Systems Consultant will be responsible for designing, developing, and operationalizing a centralized database solution using Microsoft cloud tools.

The consultant will perform the following core functions:

Database Review, Design, and Data Migration

  • Review existing MS Access databases and Excel datasets for completeness, structure, consistency, and relational integrity.
    • Design and implement a centralized, multi-user database hosted on UNDP’s cloud server.
    • Migrate historical data from into the new database while ensuring data accuracy and integrity.
    • Establish appropriate relationships, data validation rules, and standardized categories aligned with UNDP reporting needs.

User Interface Development

  • Design and develop a user-friendly data entry and reporting interface using Microsoft Power Apps.
    • Replicate and enhance existing data forms and reporting functionalities currently used.
  • Enable authorized users to add, edit, query, and retrieve data securely.
    • Ensure full integration with SharePoint and the Microsoft ecosystem to facilitate user adoption and system sustainability.

Operational Dashboard Design

  • Develop database views optimized for analysis and visualization.
    • Design and deploy an operational Financial and Monitoring dashboard using Microsoft Power BI.
    • Enable real-time visualization of project progress, Finance, indicators, and key performance metrics to support management decision-making.

Capacity Building, Training, and Follow-Up

  • Deliver a half-day, on-the-job training session for selected UNDP staff on database use, reporting tools, and dashboards.
    • Conduct a follow-up review session two months after system deployment to validate system usage and perform minor adjustments, if required.

STANDARD MINIMUM QUALIFICATIONS

Education

  • Master’s degree in Information Systems, Computer Sciences, Data Science, GIS, Monitoring & Evaluation, or a related field.
  • At least 8 Years proven experience in designing and implementing databases for Finance or reporting purposes.

Language: Fluency in Arabic and English is mandatory (both oral and written)
