HEALTH – INNOVATE – TOGETHER: Since its creation in 2009, ALIMA has treated more than 13 million patients in 15 countries and currently operates in 12 African countries and Haiti. In 2022, we developed 62 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics, and extreme poverty. All of these projects are carried out in support of national health authorities through nearly 511 health facilities. We work in partnership, particularly with local NGOs, whenever possible to ensure that our patients benefit from expertise, whether at the national level or internationally. Furthermore, to improve the humanitarian response, we conduct operational and clinical research projects, particularly to combat malnutrition and viral hemorrhagic fevers.

OUR PROJECT THEMES: Malnutrition, Sexual and reproductive health including gender-based violence, Primary and secondary health, Pediatrics, Malaria, Epidemics (Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, COVID-19).

THE ALIMA TEAM: More than 2,000 people currently work for ALIMA. The field teams, working closest to patients, receive support from the coordination teams, generally based in the capital cities of the countries where they operate. These teams are supported by the four desk teams and the emergency and openings team based at the operational headquarters in Dakar, Senegal. The teams in Paris and New York actively work on fundraising and representing ALIMA. The rest of the ALIMA network includes individuals and partner teams working for other organizations such as the medical NGOs BEFEN, ALERTE Santé, SOS Médecins/KEOOGO, and AMCP; the research organizations PACCI and INSERM; the Universities of Bordeaux and Copenhagen; the NGO Solidarités International; and many others.

OUR COUNTRIES OF INTERVENTION: Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, Sudan, Mauritania, Ethiopia, Haiti.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The post holder will have contact with children and/or vulnerable adults either frequently (e.g., once a week or more) or regularly (e.g., four days a month or more, or overnight) because they work on national programs, visit national programs, or are responsible for implementing the recruitment process. Therefore, a criminal record check or a certificate of good conduct will be required. If it is not possible to provide a criminal record check or a certificate of good conduct, a sworn statement will be requested.

JOB LOCATION: Position based in Dakar, Senegal with a split of 60% Dakar and 40% field visits.

FUNCTIONAL AND HIERARCHICAL LINKS

Technical supervisor: Finance Operations Manager (Technical expert)

Reporting to: Program Desk Manager

He/She works closely with the Finance/HR Coordinators (COFIN/COFIRH) of the countries he/she covers, as well as all members of the coordination teams. He/She also collaborates with the Accounting, Treasury, and Internal Audit departments at Headquarters.

MAIN MISSION

This finance professional works at Alima’s headquarters in Dakar, within a desk composed of program managers, medical advisors, logistics advisors, HR advisors, and donor advisors, to support missions in managing the financial resources of operations, particularly by mastering the entire budgetary process of projects, in compliance with donor rules.

He/she is responsible for the preparation and consolidated monitoring of budgets for the countries he/she covers in order to ensure quality reporting.

He/she carries out quality control missions in our projects with the aim of supervising the management of the contracts under his/her responsibility, and also improving the overall financial management of the missions.

He/she is available to cover COFIN or Fin Desk GAPs.

MAIN ACTIVITIES

Budget Management

  • Supports missions for the preparation of annual budgets (internal ALIMA) and budgets for donors.
  • Manages budget monitoring, with the contribution of COFIN/COFIRH in order to provide budget visibility and readability at all levels: projects, coordination, Desk, HQ, Funders.
  • Presents quarterly financial monitoring of all countries under its desk to the general, operational and financial management;
  • Ensure budget monitoring is carried out by the finance teams of the countries in his desk, and that operational and financial planning is perfectly mastered in conjunction with his colleagues.
  • Consolidates financial reporting and provides a quality report to donors.
  • Responsible for raising awareness of the risks associated with budget control in the context of landlords.
  • Analysis of budgets, in relation to the cost structure and in relation to activities and beneficiaries (cost/patient).

Quality and risk management

  • Participates in the development of procedures and management tools that improve financial management in missions.
  • Analyzes and improves internal control on the missions he/she covers by carrying out support missions, in order to ensure the proper application of ALIMA procedures, with the aim of preventing risks of loss of resources, and reputational risks.
  • Regular monitoring of accounting records, the quality of accounting documents, and cash management in the countries he/she covers
  • Responsible for managing financial risks and reporting them as needed to enable corrective actions, communicating and finding solutions with the Desk, Management and donors.
  • To minimize audit risks through a thorough understanding and sharing of donor regulations, he/she assists in preparing audit missions (donor or internal) and in developing responses and supporting documentation requested by auditors.
  • To be proactive in proposing solutions to risks related to exchange rate fluctuations in conjunction with the finance department

Human Resources Management

  • Participates in the recruitment of COFIN (Financial Coordinators) and Mission Administrators.
  • Provides support and/or training to members of coordination and projects on financial procedures, budget control and the donor environment.
  • Identifies, with the contribution of COFIN/COFIRH, the competent staff for their professional development.

SKILLS and EXPERIENCE

Level of education

  • Master’s degree (Bac+5), Financial Management

Experiences

The expected years of experience are at least:

  • 5 years in financial management
  • 3 years in a humanitarian context and managing public donors
  • Expertise des bailleurs de fonds (DG ECHO, USG, AFD, CDCS, GiveWell, CRI, FH, StartFund, OIM, Unicef…)
  • Demonstrated ability to master IT management tools (SAGA, Excel, ODOO…)
  • Demonstrated ability to work in a multicultural context.
  • Demonstrated training capabilities.

Language Skills

French and English required.

CONDITIONS

Duration and type of contract: Permanent contract under Senegalese law
