About the Chain of Hope

Chain of Hope is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and especially children, the same chances of survival and development.
We work in 28 countries using a comprehensive approach, centered on the child but also on mothers and disadvantaged communities.

Mission context Ivory Coast

La Chaîne de l’Espoir (CDE) has been working in Ivory Coast since 2018. Its intervention strategy in this country focuses on developing the following programs:

  • The Support Programme for the Development of Maternal and Child Care Services in Côte d’Ivoire, implemented within the Mother and Child Hospital (HME) of Bingerville, aims to strengthen the skills of medical and paramedical staff according to the priorities of its medical strategy;
  • The Integrated Programme for Prevention, Awareness, Capacity Building and Medical-Surgical Management of Esophageal Burns Due to Accidental Ingestion of Caustic Soda, implemented in Côte d’Ivoire and Benin, is an integrated initiative that allows intervention on both the causes and consequences of this problem in these countries as well as in countries across the continent through the establishment of a referral system;
  • The Cardiac Surgery Development Support Program at the Mother-Child Hospital in Bingerville. This initiative is currently under development and aims to create a pediatric cardiac surgery service within the facility;
  • Support for the training of Regional Local Anesthesia within the Treichville University Hospital;
  • Support for pediatric surgery residency programs.

Beyond these programs, La Chaîne de l’Espoir aims to expand in Ivory Coast through upcoming projects (DSSR, SMI / VBG, INFAS training engineering, pediatric oncology…).

The position

The Head of Mission has overall responsibility and is accountable for the country office’s achievements in terms of impact, quality, and accountability. They represent La Chaîne de l’Espoir in the country to local authorities and all external partners, and lead the development and implementation of the mission’s strategy. They define operational guidelines and ensure their proper implementation, and are responsible for the sound financial, administrative, HR, and logistical management of the mission. They are responsible for the mission’s security. They are responsible for the continuity and development of the existing operational strategy and strong partnerships.
The Head of Mission is responsible for carrying out the following tasks: (non-exhaustive list)

Main role and responsibilities

Representation and external relations

  • To be the official representative of La Chaîne de l’Espoir in the country in the eyes of the authorities and all third parties;
  • To be responsible for the image of La Chaîne de l’Espoir, to actively contribute to the development of its recognition and promotion in the country;
  • To ensure the compliance of La Chaîne de l’Espoir’s actions with national and international regulatory texts and the quality of the actions implemented.

Planning and strategy

  • Implement and develop the operational and financial strategy in line with the areas of expertise of La Chaîne de l’Espoir;
  • To be proactive in proposing new projects;
  • Actively contribute to the search for local funding;
  • Coordinate the analysis of needs, design, implementation, monitoring and evaluation of projects;
  • Ensure that human, material and financial resources are adequate according to the level of activity of the mission.

Communication interne

  • To be the interface between the field and headquarters;
  • To provide regular and up-to-date information through the report every two months;
  • Define the communication patterns to be followed between the country office teams and their various contacts at headquarters.

Monitoring of project implementation and the functioning of the
Operational Office:

  • Supervise and coordinate the implementation of projects, ensuring that quality and standard rules and procedures are taken into account and respected;
  • To be responsible for implementing an internal evaluation process and to contribute to the organization of external project evaluations.

Finances :

  • Ensure budgetary monitoring of the office as a whole and guarantee the good quality of this monitoring on projects;
  • Validate the financial information submitted by partners in close collaboration with the Administrative, Financial and HR department of the office;
  • Validate the financial information relating to the office and projects, as well as the monthly financial needs of the office.

Logistics :

  • To ensure compliance with the procedures in force for purchases, works and services;
  • Ensure proper management and use of stocks and equipment intended for activities and verify the regular updating of an inventory.

Human Resources:

  • Manage and lead all office employees;
  • Update an organizational chart adapted to the needs of the mission and supervise the recruitment of national staff in conjunction with the HR department at headquarters;
  • To transmit and promote the values ​​and ethics of La Chaîne de l’Espoir within the office.

Implementation Partnerships

  • To be proactive in setting up consortia with other international solidarity operators in the field.
  • Supervise the organization, in collaboration with project managers, of meetings with partners;
  • To propose, build and conclude new partnerships based on the mission strategy and in accordance with the policy of La Chaîne de l’Espoir.

Quality control

  • Conduct regular field visits for supervision and technical advice;
  • Ensure that lessons learned are documented, shared and taken into account in project planning and decision-making;
  • Ensure that internal procedures and those of the landlord are respected.

Reporting

  • Supervise the drafting of donor reports and coordinate the drafting of annual reports;
  • Coordinate the work related to the audits and ensure the implementation of the accepted recommendations;
  • Ensure archiving according to the internal standards of La Chaîne de l’Espoir.

Security

  • To be responsible for the security of the entire office;
  • Ensure the application and update of the country security guide;
  • Brief all permanent staff or those going on missions;
  • To monitor the local security situation;

PROFILE SOUGHT

Education/Experience:

  • Advanced degree in international relations, international solidarity, development or equivalent training
  • A minimum of 5 years’ experience in a similar field position within an NGO is preferred.

Skills and abilities:

  • Dynamism and leadership, ability to create a collaborative work environment and motivate his team
  • Negotiation skills, representational abilities and interpersonal skills, including in intercultural environments
  • Rigour, analytical and synthesis skills
  • Excellent oral and written communication skills in French and English.
  • Knowledge of West Africa is highly desirable.
  • Flexibility, adaptability to change, positive and enthusiastic attitude
  • Adherence to the humanitarian principles and code of ethics of La Chaîne de l’Espoir
  • Excellent command of project cycle management
  • Knowledge of the mechanisms for financing international solidarity (institutional and private)
  • A good understanding of health-related issues will be crucial.
  • Proficiency in computer skills
  • Driving license

The conditions

  • Desired start date: June 2026
  • Nature and duration of the contract: Fixed-term contract of 12 months, renewable
  • Full-time position based in Abidjan as an expatriate
  • Status: Single/Accompanied
  • Gross monthly salary: between €3,200 and €3,700 depending on experience
  • Monthly per diem and living expenses: 870 euros net
  • Half per diem per child + half per diem for the partner
  • Leave policy: 25 days of leave per year
  • Break policy: 5 days of R&R at 3 and 9 months of assignment
  • Family airfare: 100% coverage of departure & return from mission + 6-month leave
  • Tuition: 50% of tuition fees covered up to a maximum limit
  • Housing: 50% coverage with a maximum limit
  • Medical coverage: 50% reimbursement
  • Medical evacuation and repatriation insurance: 100% coverage
