The Opportunity – Gaza Project Manager

Post location: Gaza Field Office

Contract Duration and Level of Effort: 6 months.

ROLE PURPOSE:

The Project Manager will be responsible for the overall management, coordination, and implementation of the WFP BSFP and TSFP nutrition project in the Gaza Strip.

The WFP Project Manager will ensure the project is delivered on time and with quality, meeting project deliverables. Including the timely and appropriate distribution of BSFP and TSFP, with effective beneficiary targeting, strong monitoring and reporting systems, and compliance with both WFP and Save the Children standards. The WFP will ensure the project is delivered on time, with quality and budget.

The Project Manager will ensure accountability, learning, and quality assurance across all components of the project.

KEY AREAS OF ACCOUNTABILITY:

1. Project Management:

  • Lead on the project set up for the WFP BSFP/TSFP project including putting in place clear ways of working across cross functional teams
  • Participate in the recruitment of the project staff including data collectors (10) and distributors (10)
  • Lead on the planning, implementation and monitoring of the BSFP aspects of the WFP project across all targeted locations including to ensure that all nutrition sites are project ready for implementation
  • Prepare all project documentation (workplan, budget and forecasting etc)
  • Ensure MEAL plans are appropriate, and teams are equipped to comply with WFP reporting requirements
  • Oversee community engagement from the Nutrition team to ensure communities are well informed of distribution practices
  • Work with MEAL to inform project delivery and any adaptations, based on accountability and feedback from communities.
  • Ensure that nutrition commodities (BSFP/TSFP) are distributed on time and in accordance with WFP guidelines.
  • Maintain oversight of beneficiary registration, verification, and follow-up, ensuring adherence to targeting criteria.
  • Develop and maintain detailed implementation plans (DIPs) and distribution schedules.
  • Ensure compliance with WFP’s Standard Operating Procedures (SOPs) and Save the Children’s quality and safeguarding standards.

2. Representation

  • Represent SCI in WFP partner meetings, nutrition cluster (as appropriate)
  • Collaborate with WFP partners in Gaza to ensure SCI approaches are aligned with partner approaches

3. Quality Assurance and Compliance

  • Work with the H&N TA to ensure that quality standards/quality benchmarks are in place and applied
  • Conduct routine site visits for quality assurance, on the job training and problem solving.
  • Build in joint cross functional field visits with Technical and Supply Chain as required to drive the quality of the project delivery.
  • Ensure that quality assurance findings are reviewed, fed back to the team, and inform project delivery
  • Ensure that project delivery is meeting all WFP and SCI compliance requirements including reporting schedules

4. Accountability

  • Ensure all project activities comply with Save the Children’s Child Safeguarding Policy and Protection from Sexual Exploitation and Abuse (PSEA) standards.
  • With MEAL team ensures that SCI implement Accountability to Affected Populations (AAP) mechanisms, including feedback and complaint channels.

5. Monitoring and reporting

  • Ensure accurate and timely data collection, analysis, and reporting through WFP platform
  • Work closely with the M&E team to ensure quality monitoring, PDMs, and data verification.
  • Compile monthly and quarterly reports for internal use and submission to WFP and donors.
  • Track project indicators (admissions, discharges, recovery rates, coverage, etc.) and use data for adaptive management.

6. Budget monitoring

  • Work closely with the Finance Team to ensure accurate project expenditure reports are produced monthly and disseminated to the relevant staff.
  • Review project budget to ensure that spend is on-track and budget is re-phased as required.
  • Ensure compliance to donor’s rules and regulations at financial level and also on programmatic and technical aspects of the project.

In order to be successful, you will bring/have:

QUALIFICATIONS

  • Clinical doctor, nurse, midwife with nutrition experience.
  • Project management skills, preferably WFP projects.

EXPERIENCE AND SKILLS

Essential:

  • Minimum of 5 years of experience in working and managing humanitarian and/or nutrition projects, preferably with WFP funding
  • Experience of working in CMAM, IYCF-E, BSFP and TSFP project delivery
  • Proven ability to manage teams and coordinate multidisciplinary staff in challenging settings.
  • Strong skills in administration, reporting, and data analysis.
  • Knowledge of humanitarian standards (Sphere, IPC, WHO).
  • Excellent communication and coordination skills in complex, high-pressure contexts.
  • Fluency in English and Arabic (written and spoken).

Desirable:

  • Previous experience with Save the Children or other international NGOs in Gaza or similar contexts.
  • Knowledge of logistics and supply chain of nutrition commodities.
  • Skills in staff training and capacity building.
