GEDSI Assessment for the BASIN Project At World Vision

The GEDSI assessment aims to identify priority GEDSI constraints that limit women and other vulnerable groups’ access, agency (decision making, well-being, manageable workloads) and equitable systems, and develop a targeted approach to address them. There will be a strong focus on understand the barriers faced by women and persons with disability, and ethnic minorities, and understanding the key areas of intersectionality such as women with disability, ethnic minority groups). It will cover the following key areas:

  • Identification of key barriers and enablers to participation in climate-adaptive market systems for marginalized groups, including access to finance, market, leadership soft or other skills.
  • Understanding the gender roles, power dynamics, and social norms affecting access to resources, decision-making, and economic opportunities.
  • Under the interaction of disability (physical, sensory, psychosocial, cognitive) and barriers (physical, social, communication, institutional), which impact persons with disability.
  • Understand intersectionality and the intersectoral barriers, including those linked to poverty, gender, disability and ethnicity
  • Mapping of existing community structures, support systems, and local actors relevant to GEDSI and climate resilience
  • Mapping the common channels of community communication that can support the GEDSI behavior change strategy.
  • Providing actionable recommendations to integrate GEDSI considerations into project design, implementation, and monitoring. This includes recommendations on the following:
  • Adaptation of World Vision’s Gender Inclusive Financial Literacy Training (GIFT) and the MenCare Modules for couples, including curriculum outcomes and country-specific adaptation notes.
  • Identification of soft skills and leadership competencies required for women and men, along with proposed curriculum or activity approaches, including curriculum outcomes and adaptation notes for each country.
  • Development of an overarching behavior change communication strategy, outlining key messages, target groups, and communication channels across the three countries. This should also identify key partners and allies for gender equality in government, the private sector, and civil society.
  • Compilation of a shortlist of labor-saving devices and strategies for both paid and unpaid care work, considering on-farm and off-farm solutions based on findings from the inclusive (GEDSI and climate-responsive) market assessment. This should consider potential care economy interventions.
  • Assessment of risks related to women and other vulnerable groups, including potential Gender-Based Violence (GBV) linked to project activities and unintended consequences of income-generating initiatives. This should inform a ‘do no harm’ strategy and include mapping of GBV service providers for survivor referrals.
  • Identification of potential Women’s Rights Organizations (WROs), Organizations of Persons with Disabilities (OPDs), and cooperatives that can support Outcome 3 activities related to regional evidence and policy dialogue.
  • Assessment of skills and knowledge gaps among local actors to inform project support for their sustained engagement in regional and policy dialogue.

Consultant qualifications

  • Proven expertise in conducting practical GEDSI analysis with clear intervention recommendations, particularly in Asia contexts.
  • With an established network and operational presence across the target areas in Asia. This regional footprint is expected enables cost efficiency.
  • The consultant must have a Master’s Degree in Social Sciences, Gender or Women’s Studies or other relevant field (e.g. Business) with a minimum of 5 years of progressively responsible professional experience addressing the promotion of gender equality, inclusivity and women’s empowerment.
  • Familiarity with and good command/grasp of existing national and international gender equality, disability, and social inclusion frameworks, and deep understanding of intersectionality frameworks.
  • Experience in applying GEDSI in market systems, value chain development or rural development projects.
  • Experience in the design and implementation of projects integrating or focused on gender equality, especially
    • Gender transformative programming that address harmful gender relations and social norms;
    • GEDSI communication approaches.
  • Strong analytical and report-writing skills
  • Strong facilitation and participatory research skills.
