PURPOSE:
Ensure the timely and proper operational and financial execution of the Safe Steps project , coordinating with organizations within the National Child Protection System in Honduras and project stakeholders, according to the guidelines of the project management team, comprised of the Program Implementation Management, the team of specialists, and the project administrative assistant. This role also includes coordinating the technical teams contracted for the project who are directly involved in the prioritized municipalities for its implementation.
Area of ​​Responsibility: The project will be implemented at strategic and border points with flows of people in situations of human mobility in Honduras, focusing actions on the Centers for the Care of Returned Migrants (CAMR) under the administration of the Ministry of Foreign Affairs/Foreign Ministry of the Republic and Centers for the Care of Irregular Migrants (CAMI) under the administration of the National Migration Institute (INM) in Honduras, located in the following municipalities of the country:

Targeting groups include populations in situations of migration, displacement and return, local service providers, civil society organizations, and community-based leaders.
GENERAL RESPONSIBILITIES OF THE POSITION:
Technical Coordination Management
- Prepare the annual operational plan of the project according to its components based on results and proposed actions, ensuring that management remains within the scope established in the implementation agreement with the donor Post Code Lottery, the National Office of Plan International Sweden, and our country strategy of Plan International Honduras.
- To socialize the technical procedures to the project staff that they must follow during the implementation of the project, in a coordinated manner with the specialists/advisors in the subject of Protection, Emergency Education, Risk Management, Gender and M&E.
- Coordinate the operational and financial execution of the project in a timely manner in the prioritized municipalities, taking into consideration the Operational Plan for each year and the responsibilities of the assigned personnel, the agreements established with members of the consortium, strategic partners and the functions defined in advising-implementation for the project.
- Collect and consolidate information with the Project staff to prepare the technical and financial progress reports of the project, in coordination with the Monitoring and Evaluation Specialist and the Finance area.
- Keep the Country Directorate, Program Implementation Management, technical specialists and other areas within the organization informed about the implementation and progress of the project and other matters within its competence.
- Lead the project’s information flow processes, communications and donor requirements Post Code Lottery and Plan International Sweden National Office.
- Manage coordination spaces with decision-makers and alliances with other key actors in civil society on issues related to the project, in coordination with project partners and advisors.
- Supporting key project partners in promoting advocacy processes with rights guarantors at the central government level, municipal government in line with the coordination logic of the Comprehensive System for Guaranteeing Children’s Rights in Honduras and other key actors regarding the strengthening of public policies and legislative reforms with a strong focus on children that contribute to the promotion of the rights of Girls, Boys and Adolescents, with a gender perspective.
- Representation of the project and the organization in inter-institutional spaces, civil society platforms, as well as regional and global spaces related to the project.
- Keep the Program Implementation Management, relevant advisors, and other units that require it informed about the implementation and progress of the project and other matters within its competence.
- Lead the project’s information flow processes, communications and requirements of the National Office of Plan International Sweden and Post Code Lottery, based on the organization’s chain of command.
- Keep project partners informed about progress, challenges and obstacles in the implementation of the project at the national level, based on the management line.
- Coordinate the execution of the actions established in the project planning, with each of the strategic allies, their interrelationship and the participation of Plan in the interinstitutional scope of the project.
- Coordinate with each of the CO Program specialists in the areas relevant to the project (Monitoring and Evaluation, Protection, Education, Gender, DRM.)
- The Monitoring and Evaluation Specialist will generate guidelines on required project data analysis and other relevant information for decision-making and communication.
- To document, systematize and disseminate the good practices of Plan International Honduras to promote equity, learning and continuous improvement.
- Collaborate in the preparation, documentation and process of financial audits of the project.
Planning, Monitoring and Evaluation Management
- Prepare quarterly, semi-annual, and annual narrative and financial reports on progress and results, and other reports required by the organization and the donor.
- Ensure continuous support and monitoring of project results, indicators, and goals in conjunction with partner organizations, including mutual evaluation of the process.
Human Talent Development Management
- Facilitate the development and socialization of learning and systematization of good practices in coordination with the technical advice of Plan International.
- Support capacity building for project staff and staff of partner organizations in the required topics and participate in knowledge management and capacity development to ensure quality in project implementation.
Security Management and Organizational Risk Reduction
- Coordinate with the risk management specialist the security measures that must be implemented to reduce risks in the implementation of the project.
- To continuously and participatively monitor and provide input to the project risk analysis, ensuring at all times the reduction of organizational and security risks.
Child Protection and Gender
- Apply all institutional regulations to ensure the protection of children, adolescents and young people, as well as report any concerns about violence, abuse or mistreatment of children or young people and any violation of rights.
- Ensure compliance with Child Protection policies and procedures in the processes implemented within the framework of the project.
- To actively promote and practice gender equality and inclusion in all areas of its institutional and operational work so that young people can develop their full potential.

ACADEMIC QUALIFICATIONS AND EXPERIENCE:
- University degree in social sciences or related fields
- English proficiency is desirable (but not required).
- 5 years of demonstrable experience in planning, management, monitoring and administration of social development projects, especially in child protection and rights in crisis or emergency contexts, especially in human mobility.
- Experience working in the human mobility/migration component.
- Knowledge of international and national regulations, as well as public policies related to children’s rights and migration.
- Desirable knowledge of incorporating a gender and inclusion approach into projects.
- Experience in the development of projects or programs aimed at strengthening local coordination mechanisms in the reintegration of displaced and returned children and adolescents and their families.
- Desirable experience in participation in national platforms of civil society organizations, or coordination with organizations related to children’s rights, migration and other emergency and crisis contexts.
- Knowledge of the situation of children in Honduras.
- Knowledge and experience in administrative processes (quotations, preparation of applications and settlement of funds, purchases, among others)
