Terms of Reference (TOR) for Government Liaison Consultant

Objective: The Government Liaison Consultant (GLC) will play an important role in facilitating CARE Jordan’s engagement with the Government of Jordan (GOJ) and securing the necessary approvals for key projects. The GLC will ensure timely submission and follow-up on agreements, MOUs, and other official documents, while maintaining and expanding CARE Jordan’s network with governmental bodies.

Scope of Work:

  1. Project Approvals
    • Secure necessary approvals from the Ministry of Planning and International Cooperation (MOPIC) and other relevant ministries for CARE Jordan’s projects.
  2. Government Relations and Engagement
    • Build and maintain relationships with MOSD, MOPIC, MOL, MODEE, and other relevant ministries.
    • Lead discussions and obtain support from relevant line ministries.
  3. Administrative Support
    • Prepare official letters required for GOJ approval processes.
    • Support senior management in representing CARE with Jordanian authorities and local municipalities.
    • Facilitate and follow up on meetings with local leaders and representatives.

Deliverables:

  1. Project Approvals:
    • Obtain necessary approvals for CARE Jordan’s projects within the contract period.
    • Bi-weekly, brief progress reports on the status of project approvals.
  2. Relationship Management:
    • Monthly summaries of engagement activities with MOSD, MOPIC, and other relevant ministries.
    • Documentation of key meetings and agreements with governmental bodies.
    • Communicate clearly and timely with technical staff to obtain information needed for approvals
  3. Administrative Documentation:
    • All required letters and documents for GOJ approval processes prepared and submitted on time.
    • Log of all meetings attended, with minutes and action points.
    • Develop and maintain internal project approval tracker.
