IRC worked in Haiti from 2010 to 2016, first launching an emergency response to the earthquake and then implementing programs for child protection, water and sanitation, health, women’s protection and empowerment, and economic recovery in Port-au-Prince and beyond. Since the closure of its country office in 2016, the IRC has continued to provide operational, technical, and financial support to a small number of Haitian NGO partners, including in response to the 2021 earthquake. Haiti has been identified as one of the 20 countries most at risk of a new major humanitarian crisis – or significant worsening – in year IRC’s 2023 to 2025 Emergency Watch List, due to its political instability, gang violence, increased food insecurity, epidemics and climate shocks that could lead to a rapid escalation of the humanitarian crisis. In early 2023, IRC reopened its operations in Haiti and scaled up its emergency response with a fully partner-led response in Port-au-Prince and surrounding communities. The focus was on neighbourhoods heavily affected by gang violence as well as limited access to health care and services for survivors of violence and/or cholera hotspots. IRC is also engaging with partners in the Artibonite and West departments to address unmet needs in these areas.
IRC’s Emergency Humanitarian Access Unit (EHAU) has led the initial emergency response and supported the establishment of a national program that can be fully transferred to the Latin American Region (LATAM).
Job Description
The Grants and Partnerships Coordinator is responsible for the efficient and timely management of a portfolio of grants from multiple donors, the development, maintenance and management of strong and diverse partners according to the IRC’s PEERS (Partnership Excellence for Equality & Results System) as well as donor regulations. He/she manages all functions of IRC Haiti’s Grants & Partnerships Unit, including Partners Development and growth, proposal development, reporting, compliance with donor rules, and other administrative tasks.
He/she works closely with the MEAL Coordinator/ Sr MEAL Manager, the Operations, the Finance Department and the Program Sector Leads.
Responsibilities
Proposal Development
• In collaboration with the Deputy Director of Programs (DDP) and HQ Business Development colleagues, proactively identify new funding opportunities by monitoring and analyzing donor strategies and funding trends.
• Support the Deputy Director of Programs (DD) and Sector Leads in the development of new programs.
• Prepare and lead “Go/No Go” meetings for funding opportunities, as appropriate.
• Help ensure that Go/No Go discussions and program design are consistent with the SAP partnership ambition and program approach.
• In coordination with the Partnership Manager, proactively engage partners in program development efforts.
• Ensure strong and effective representation of IRC’s partnership strategy, approach and management in donor proposals and reports.
• Oversee the development of all concept notes and proposals, acting as a senior editor or editor or delegating this responsibility to him/her. Develop effective process management tools for proposal development, including the participation of Partners.
• Clearly define and communicate the roles, responsibilities and timelines of each department. Facilitate effective interdepartmental coordination.
• Thoroughly review all proposal documents to ensure consistency of IRC and Partners’ narratives, logical frameworks and budgets.
• Serve as the point of contact with HQ during the review, editing and submission of proposals.
• Ensure that all proposal outputs are accurate, complete, of high quality and submitted on time.
Grant Management
• Serve as the point of contact for communications with HQ regarding all grant administration functions.
• Review donor agreements and coordinate their review and signature with the relevant offices at headquarters. Coordinate the approval of pre-grant expenditures, as required.
• Coordinates with the Partnerships Manager to obtain all necessary donor approvals for partnerships.
• Lead and/or support all project budget reviews, amendments, and realignments.
• Serve as the national program expert for the facilitation of project cycle meetings (PCM), including project design, opening, implementation, closure, and learning meetings.
• Actively promote the full participation of partners in the implementation of the program through project cycle meetings.
• Maintain and disseminate a regularly updated grant tracking system.
• Ensure that all communications of the department with IRC colleagues and donors are constructive, clear and organized.
• Maintain a well-organized and comprehensive information management and grant archiving system.
• Ensure that IRC’s internal Opportunity Tracking Information System (OTIS) is updated and maintained throughout the grant lifecycle.
• Participate in due diligence processes and risk management related to collaborative partnerships, as appropriate.
• Build the capacity of IRC staff and partners in grant management functions by facilitating trainings and providing targeted support as needed.
Partnerships
• Promote a culture of effective and respectful partnerships. Promote partner-led programs, in line with PEERS and the IRC’s “why not a partnership?” and “a partner as equals” approach.
• Lead and coordinate the Partner vetting process and related reports.
• Ensure that partnership considerations are integrated into the development of proposals and that local partners are actively involved in the design of responses and the implementation of programs.
• Actively contribute to the relevant sections of the Partner Capacity Analysis (PCA) and the subsequent development of partner support plans.
• Manage the implementation of actions foreseen in the grant management sections of partner support plans.
• Lead and/or support the design of projects and budgets in collaboration with partners.
• Ensure that each proposal defines the IRC’s emergency approach based on how we can best support, strengthen and complement local actors, including the Government of Haiti bodies.
• Review and provide feedback on technical tools, reports and partner data, as appropriate. Work with partners to recommend process adaptations or improvements.
• Lead the Partnership Working Group (PWG) and make it an advisory group for the IRC Haiti SMT.
Donor Compliance
• Provide routine technical advice to program and operations teams to ensure that all grants are implemented in compliance with IRC and donor regulations.
• Coordinate with HQ on specialized compliance issues as required.
• Proactively escalate potential compliance issues to senior management; Work closely with HQ compliance colleagues to resolve any related issues.
• Disseminate existing donor compliance resources, liaise with regional counterparts for the development and updating of the compliance sheets for all grants.
• In coordination with the Deputy Director of Programs (DDP, contribute to ensuring appropriate and effective visibility of the IRC and donors on the sites and in the program documents.
Reporting
• Oversee the development and production of all internal and external reports in collaboration with the Program, Finance and MEAL departments. Work with the Partnerships Manager to collect, analyze, feedback and clean Partner reports.
• Maintain a full follow-up of reports and communicate regularly with all relevant team members about upcoming deadlines and specific reporting requirements.
• Lead the production of high-quality, well-written reports that meet donor and IRC requirements.
• Thoroughly reviews and confirms that all reports and supporting documents are complete and accurate.
• Coordinates HQ and technical unit reviews and approvals prior to submission to the donor.
• Ensures strict adherence to internal deadlines and deadlines set by donors.
Department management and personnel management
• Oversee the recruitment of new staff as required. Ensure full onboarding and training of new employees.
• Supervise and develop the Partnerships Manager by ensuring required skills, tools, processes and systems are available and that opportunities for growth are shared.
• Lead the Grants & Partnerships Unit and provides professional development opportunities for staff as required.
• Ensure clear delineation of roles and responsibilities and logical distribution of portfolios for all team members.
• Coordinate performance management within the department and ensure a high-performance culture through staff engagement and accountability.
Other tasks
Other relevant duties assigned by the supervisor to advance IRC programs.
Job Requirements:
Education : Bachelor’s degree in a relevant field and experience in the governance, administration, and management of nonprofit grants, including grants management as well as partnership management.
Work Experience : Minimum of six years of experience managing humanitarian grants in a multi-donor and multi-sector work environment. Partnerships management experience is a comparative advantage.
Demonstrated skills and competencies:
• Proven experience in an interdepartmental coordination role and ability to communicate with a range of stakeholders and balance their priorities.
• Extensive experience in developing large-scale, multi-sectoral funding proposals.
• Advanced skills in donor report drafting and compilation, including coordination of inputs from diverse Partners, and preparation of complex documents across different departments.
• In-depth knowledge of donor institutional compliance is required. Knowledge of the requirements of DOS, ECHO and SIDA is a particular advantage.
• Excellent writing and editorial skills in English and French are required. Able to draft and edit detailed documents to be submitted to donors with minimal supervision.
• Previous experience in a context of conflict or protracted crisis is preferred.
• Exceptional planning and organizational skills. Able to prioritize and track multiple activities and deadlines simultaneously. Capacity to absorb pressure and deliver.
• Excellent MS Office and AI skills.
• Self-motivated, honest and a strong sense of responsibility.
• Ability to work both independently and as part of a team.
Language skills: Fluency in English and French is required.
Work Environment: IRC office in Port-au-Prince with local travel to partner project sites if security and access allow.
