Context :

The position is responsible for overseeing the fulle cycles of business development and grant management processes. This includes leading and coordinating multi‑departmental proposal development processes; ensuring coherence between narratives, budgets, and logframes; and maintaining strong quality control and compliance with donor guidelines. The role supports project implementation through coordinated reporting, monitoring of deadlines, and the development of and adherence to SOPs and tools to strengthen internal processes and quality, and full compliance of donor and organizational requirements. In close collaboration with the Country Director, and Regional Business Development Advisor as necessary, the position contributes to fundraising and donor intelligence efforts, including donor mapping, strategy development, and engagement management. The role also leads partnership and sub‑grant management, ensuring alignment with localization objectives, sound contractual arrangements, and effective capacity sharing with partners. Additionally, the position serves as the focal point for award management, contractual compliance, and overall donor requirements, while overseeing communication and visibility activities to ensure strategic alignment, donor and organizational visibility compliance, and consistent organizational messaging.

Main responsibilities:

Proposal Development

  • Coordinate and lead the proposal development process, ensuring timely and effective inputs from technical, operations, finance, and support teams.
  • Develop a dedicated workplan for each proposal development process, including timelines, expected outputs, clear division of responsibilities, and task tracking to ensure timely delivery.
  • Coordinate proposal development meetings and ensure timely follow‑up on action points to keep the process on track and meet submission deadlines.
  • Compile, format, and finalize proposal documents, annexes, and supporting materials in accordance with donor guidelines and internal quality standards.
  • Review proposals and perform quality control checks to ensure submissions are high‑quality, compliant with donor requirements, and clearly articulated.
  • Ensure coherence and alignment between proposal narratives, budgets, and logframes throughout the proposal development process.
  • Ensure proposals fully comply with donor formatting and submission requirements, and that all contributing teams use the correct templates, tools, and guidance throughout the proposal development process.

Project Cycle Management and quality control

  • Support the project cycle management, through organizing and coordinating project kick-off meetings inlcuding discussions on requirements of donors and other partners, periodic project review meetings, and project close-out meetings.
  • Maintain and regularly share donor reporting deadlines, prepare retro‑planning schedules for reporting when required, and ensure full compliance with donor reporting requirements.
  • Review all reports prior to submission, ensuring high‑quality reporting, adequacy and accuracy of information, and alignment with donor priorities and requirements.
  • Coordinate reporting processes between Programme, Operations, and Finance teams, ensuring alignment and consistency across operational, financial, and MEAL reports.
  • Develop and roll out SOP and tools to support project cycle management and improve coordination and quality.

Fundraising and Donor intelligence

  • · Assist the Country Director in developing the country fundraising strategy, aligning with the overall delegation strategy and priorities.
  • · Prepare country level donor mapping, donor information gathering and providing analysis – in coordination with Regional Business Development Advisor – to better inform fundraising decisions.
  • Support the preparation of briefing notes and materials for donor meetings.
  • Support the Country Director with donor engagement, including the maintaining of donor engagement trackers, attending meetings and contributing to maintaining relationships with existing and potential donors. Also liaise with Regional and Global Funding teams for engagement purposes as necessary.

Partnership Management

  • Support the program and operational teams in partners mapping, align partnerships with the overall delegation strategy and localization objectives and support the creation of strategic partnerships.
  • Lead and coordinate on all sub-granting contracting matters. Including the leading of the due diligence process, preparation of sub-granting agreements and tracking of partners reports.
  • Manage and coordinate the development and roll out of capacity sharing plans with partners.
  • Act as the main focal point for partners on all contractual matters.

Award management and compliance

  • Serve as the primary focal point for all award-related contractual matters.
  • Review, extract, and disseminate key information and compliance requirements from donor contracts, ensuring full adherence to donor rules, regulations, and internal procedures throughout the award lifecycle.

Communication and visibility

  • In coordination with the Country Director, develop and implement the delegation’s annual communication plan, ensuring alignment with the overall delegation strategy and organizational priorities.
  • Oversee the development and dissemination of communication materials, including reports, campaigns and digital content, ensuring consistency of messaging and updates.
  • Review and validate all visibility materials, ensuring its alignment with donor’s and Tdh’s requirements and standards.
  • Ensure compliance with donor’s communication and visibility requirements, by integrating visibility and communication deliverables into project design, and budgeting for necessary resources and coordinating with program and operational teams and manage communications with donors for visibility derogation requests as necessary.
  • In coordination with the Country Director, develop and implement the delegation’s annual communication plan, ensuring alignment with the overall delegation strategy and organizational priorities.
  • Oversee the development and dissemination of communication materials, including reports, campaigns and social media updates.
  • Review and validate all visibility materials, ensuring its alignment with donor’s and Tdh’s requirements and standards.**The full Job Description will be shared with shortlisted candidates.**Profile :Education : Bachelor’s degree in Development Studies, International Affairs, Social Sciences, or any related field of study. Master’s degree is an added value.Experience / Skills :
  • Minimum 7 years experience in business development, proposal coordination, donor research, or project support within an NGO
  • Minimum 3 years experience in a senior role.
  • Experience working with large institutional donors (EU, SDC, SIDA etc)Languages :Full fluency in written and spoken English is required.IT knowledge :
  • Proficiency in MS Office applications (Word, Excel, Outlook) and ability to work with HR systems and digital archiving.
  • Experience working with an HRIS is an advantage.Salary :Follwoing Tdh national salary scale in Syria Office
