SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association that, for over 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by meeting their basic needs, such as food, water, and shelter. Particularly committed to combating diseases linked to unsafe water, the world’s leading cause of death, SI’s interventions leverage expertise in the areas of access to drinking water, sanitation, and hygiene promotion, as well as in the essential area of ​​food security and livelihoods. Present in 26 countries, SI’s teams—a total of 3,200 people, including expatriates, national employees, permanent staff at headquarters, and a few volunteers—operate with professionalism and commitment while respecting cultures.

The mission

SI has been operating in the Sahel region for several years and has a regional office in Dakar. In the Gulf of Guinea, SI still has a valid registration in Côte D’Ivoire. In March 2023, SI conducted a first exploratory mission to Togo, Benin and Côte D’Ivoire, facilitated by local authorities who allowed direct access to the northern border areas of these countries: Dapaong, Pognon, Tône, Cinkassé in Togo, Matéri and Tanguièta in Benin, Ouangolodougou, Kafolo, Tougbo, Bolé in Côte D’Ivoire. Since August 2023, SI has maintained a permanent presence in Togo and Benin and initial interventions benefiting displaced persons, refugees and host communities have been carried out, notably in Dapaong in northern Togo and Natitingou in northern Benin.

SI carries out its interventions with national and international partner NGOs: HI, OREPSA (Togo) and HAVRE de PAIX (Benin) for its ongoing project (E CHO), for which SI is the lead partner. The mission is currently funded by ECHO (1 contract) and CDCS (contract being signed for retroactive start to 01/07/25). For 2026, the mission will have to continue to prospect other donors, such as the European Union (DG INTPA) and AFD, in a context of a small-scale, but evolving crisis, with little funding and a lot of competition, to which SI will have to adapt over time. The estimated budget for the mission in 2024 is €1.7 million and the target budget for 2025 is €2.5 million. However, this forecast will have to be revised downwards following BHA’s refusal to fund SI in the context of budget cuts. The mission wishes to consolidate its existing partnerships.

GENERAL OBJECTIVE

Guarantor of the quality and relevance of the technical approaches proposed and ensures the adequacy between the activities, the general objectives of the association and the needs of the populations.

SPECIFIC ISSUES AND CHALLENGES

Implementation of the country programmatic strategy
Improvement of the quality of monitoring and evaluation with systematic collaborative work between the Programs and SERA teams
Consolidation of existing funding and Capture of new funding
Positioning of SI as an essential partner in technical coordination forums

PRIORITIES FOR THE FIRST 2-3 MONTHS

Implementation of sectoral strategic axes defined in line with the association’s policies, country priorities and donor strategies.
Framing and monitoring of systematic collaborative work between programs and SERA
Development of concept notes for prospective donors and support for the DP for fundraising
Multi-sectoral needs assessment prior to HIP ECHO 2026
Development of the HIP ECHO 2026 proposal
Participation in priority technical coordination forums

SECURITY CONSTRAINTS

The security situation in northern Togo and northern Benin (borders with Burkina Faso and Niger) has deteriorated sharply since 2022; this leads to very strong constraints in terms of humanitarian access which can change abruptly, requiring an ability to adapt and the formulation of innovative and flexible solutions and modalities to enable the continuation of effective humanitarian assistance.

A salaried position

Based on experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.

SI also covers accommodation costs and travel expenses between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternating between work and leave is implemented at the rate of 7 working days every three months (with USD 850 allocated by Solidarités International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical expenses, dental and eye care, and repatriation) and a welfare system that includes war risks. Essential vaccination and antimalarial treatment costs are reimbursed.

LIVING CONDITIONS:

The city of Lomé is the capital of Togo and the largest city in the country. Life there is relatively pleasant. The city boasts many restaurants and nightlife options. As a seaside city, Lomé is always crowded on weekends, with a risk of pickpockets, and swimming is dangerous due to strong currents. However, “private” beaches exist and are recommended, both from a general safety and swimming safety perspective.
The city enjoys very good phone and internet coverage, with several operators.
The city is at security level 2, and as such, there are few security constraints beyond the standard INGO rules such as the ban on motorized two-wheelers or walking alone at night or late hours. There is no curfew or no-go area, although the Grand Marché area and public beaches are off-limits after 6 p.m. Additional restrictions may nevertheless be considered depending on the evolution of the political and social situation in the country.
The position is supported by SI in shared guest accommodation.

DIPLOMA AND EXPERIENCE

General higher education: Master’s degree in international relations, development and humanitarian action, political science or equivalent
And/or technical training in the sectors of intervention of Solidarités International: Hydraulics, Agronomy, Economics.
