Job Description
The Administrative and Financial Operations Manager’s mission is to support the Administrative and Financial Department in the daily execution of administrative, financial, and logistical tasks. They work in cooperation with the existing structure to ensure financial rigor, donor compliance, and procedural fluidity.
Main missions
- Support for monthly and quarterly budget consolidation : collection of data from financial managers, verification, synthesis.
- Technical monitoring of accounting on SAGE : supervision of analytical entry, support to field RAFs.
- Preparation of audits : creation of files, conformity of documents, archiving.
- Administrative and logistical monitoring : verification of invoices, purchase orders, support for document classification.
- Participation in updates to internal procedures (financial, HR, logistics).
- Ad hoc HR support (contracts, leave, administrative staff scheduling).
- Functional relay of key people in place in the event of absence , for operational questions.
Expected skills
Experience and skills required
- Master’s degree in management, accounting, financial management or law.
- Successful professional experience of at least 5 years in the financial and administrative management of complex programs (budget of at least 1 million euros per year, multi-donor and multi-partner context).
- Successful experience in sub-Saharan Africa desired
- Advanced French and English required (independent passive comprehension and written and oral expression on technical subjects in the area of responsibility).
- Knowledge of standard accounting software (SAGE, NAVISION, QUICKBOOKS) and payroll software (SAGE, HOMERE).
- In-depth knowledge of general office software (Microsoft Office suite).
- Computer and/or network management skills are an asset.
- Knowledge of lessor rules (EU).
- Very good practice of Excel (dynamic tables, summary formulas).

Operating conditions of the position
- The Administrative and Financial Operations Manager does not make any strategic decision without validation from the country director and WCF-administration (HQ);
- He regularly reports on his activities to the Country Director and via WCF-Headquarters to the Foundation Board.

Duration and evaluation
Initial 12-month contract, renewable. Joint evaluation by Country Management and HQ/Foundation Board after 3 months. Adjustments may be made based on the evolving needs of the mission.
