Description:

Amel Association International, in partnership with UNHCR, is implementing a Community Development Project aimed at supporting refugees, asylum seekers, and other persons of concern in Beirut.

Through this project, Amel provides a range of educational, psychosocial, vocational, IT, and livelihood support services through community centers located in Beirut. The project aims to promote inclusion, participation, protection, skills development, and access to opportunities for refugees and other persons of concern.

Duty Station : Ain El Remmaneh, Beirut

General Purpose of the Position

The Head of Community Center is responsible for the overall management, coordination, and supervision of the Community Center and its activities. The position ensures the effective implementation of project activities at the center level, in accordance with project objectives, donor requirements, Amel Association International’s policies and procedures, and relevant UNHCR policies and standards.

The Head of Community Center manages and supervises a multidisciplinary team, including social workers, logistics staff, vocational training and IT trainers, livelihood trainers, and other relevant personnel. The position is responsible for ensuring effective coordination, quality implementation, appropriate resource management, staff supervision, financial follow-up, reporting, networking, and representation.

Key Duties and Responsibilities

Task 1: Management and Coordination of Project Implementation

  • Manage, coordinate, monitor, and assess the implementation of all Community Center activities in accordance with the project agreement, objectives, work plan, and approved standards.
  • Ensure that all activities are implemented in compliance with Amel Association International’s policies and procedures, UNHCR priorities and requirements, and the organization’s Code of Conduct.
  • Ensure the smooth implementation and coordination of activities across different sectors and promote effective collaboration among team members.
  • Monitor the quality and progress of activities and ensure that project objectives and expected results are achieved.
  • Set implementation priorities and propose modifications, corrective actions, or improvements when necessary to ensure the effectiveness and relevance of activities.
  • Ensure the efficient and appropriate use of available human, financial, and material resources.
  • Encourage and support the active participation of refugees and other persons of concern in the planning, implementation, and evaluation of activities.
  • Promote community participation and support innovative initiatives and ideas developed by refugee and community groups.
  • Ensure that age, gender, diversity, and inclusion principles are mainstreamed throughout all phases of project implementation.
  • Identify challenges, gaps, and emerging needs at the Center level and communicate them promptly to the Programme Coordinator.
  • Ensure proper coordination and planning of all Center activities and maintain an updated activity schedule.
  • Prepare budget and operational requests related to planned activities and ensure appropriate follow-up on their implementation.
  • Ensure proper documentation of project activities, achievements, challenges, and lessons learned.

Task 2:Team Management

  • Follow up on staff attendance, working schedules, and compliance with organizational policies and procedures.
  • Monitor staff performance and ensure that activities are delivered according to expected results, job responsibilities, and contractual obligations.
  • Lead regular team meetings and conduct individual meetings with staff members to ensure effective communication, coordination, teamwork, and synergy between activity areas.
  • Provide guidance, technical and operational support to staff to ensure the effective implementation of their responsibilities.
  • Identify staff capacity-building needs and ensure the participation of employees in relevant educational and training opportunities.
  • Promote staff well-being and contribute to maintaining a positive, respectful, inclusive, and supportive working environment.
  • Follow up on staff leave requests and work schedules in coordination with the Programme Coordinator and Human Resources Department.
  • Address staff concerns and workplace challenges in a timely and professional manner.
  • Report violations of organizational policies, procedures, safeguarding principles, or the Code of Conduct and request appropriate investigation and follow-up in accordance with Amel’s established procedures.
  • Ensure effective communication and promote a strong team spirit among all employees working at the Center.

Task 3: Financial and Resource Management

  • Manage, monitor, and track Center-related expenses in accordance with the approved project budget and Amel’s financial policies and procedures.
  • Prepare budget requests, purchase requests, and other required financial and administrative documentation.
  • Ensure proper receipts, supporting documents, and documentation of all expenditures.
  • Follow up on expenditure reconciliation and financial reporting requirements on a monthly basis.
  • Oversee the proper management and documentation of petty cash available at the Center, in accordance with organizational procedures.
  • Ensure that financial resources are used efficiently, transparently, and exclusively for approved project activities.
  • Coordinate with the Finance, Administration, and Logistics Departments to ensure timely processing of financial and operational requirements.
  • Identify the logistical and operational needs of the Center, including equipment, supplies, furniture, IT materials, and other resources required for the proper implementation of activities.
  • Supervise the proper use, maintenance, and organization of Center equipment and materials.
  • Ensure that procurement and resource requests are submitted in a timely manner to avoid interruptions in project activities.

Task 4:Reporting, Coordination, Representation, and Networking

  • Prepare and submit timely and accurate monthly progress reports to the Programme Coordinator.
  • Ensure regular reporting on project achievements, challenges, risks, gaps, and recommendations.
  • Contribute to the preparation of narrative reports, activity reports, and other documentation required by Amel Association International and project donors.
  • Maintain effective communication and coordination with Amel Headquarters and relevant internal departments.
  • Liaise and coordinate with relevant NGOs, UN agencies, government institutions, municipalities, and community-based organizations.
  • Develop and maintain professional relationships and networks with relevant stakeholders working in the social, psychosocial, educational, vocational, and livelihood sectors.
  • Represent Amel Association International in relevant coordination meetings, workshops, and events, in coordination with the Programme Coordinator.
  • Coordinate and facilitate internal and external monitoring visits.
  • Receive and accompany visitors from donor agencies, UN agencies, embassies, partners, and other relevant stakeholders.
  • Promote the visibility and positive representation of Amel Association International and its activities.

Task 5: Center Development and Quality Assurance

  • Ensure that the Community Center is properly organized, maintained, safe, and welcoming for beneficiaries, staff, and visitors.
  • Supervise the general organization, cleanliness, and appropriate maintenance of the Center.
  • Participate in the preparation and implementation of work plans, activity schedules, and operational procedures.
  • Continuously work to improve the quality, relevance, and accessibility of services provided by the Center.
  • Ensure that project activities are implemented in accordance with relevant quality standards, policies, procedures, and donor requirements.
  • Identify opportunities to improve and develop Center services based on community needs, beneficiary feedback, and project objectives.
  • Support the active participation of the Center in relevant national campaigns, community events, special occasions, and emergency situations when applicable.
  • Participate in relevant internal and external committees, coordination mechanisms, and working groups.
  • Maintain professional confidentiality and ensure the protection of beneficiaries’ and staff members’ privacy and personal information.
  • Promote accountability, inclusion, non-discrimination, and respect for diversity in all Center activities.

Task 6: Safeguarding, Protection, and Occupational Safety Responsibilities

  • Ensure compliance with Amel Association International’s safeguarding policies, Code of Conduct, protection principles, and relevant procedures.
  • Promote a safe, respectful, inclusive, and protective environment for all beneficiaries, staff members, volunteers, and visitors.
  • Ensure that safeguarding concerns, incidents, or violations are reported and addressed through the appropriate organizational mechanisms.
  • Maintain confidentiality and handle sensitive information in accordance with organizational policies and data protection principles.
  • Ensure compliance with general health, safety, and occupational safety procedures at the Center.
  • Take appropriate measures to ensure a healthy and safe working environment for staff, beneficiaries, and visitors.
  • Identify potential safety and security risks within the Center and report them to the relevant management and administrative departments.
  • Ensure that staff are aware of and comply with relevant safety, security, emergency, and occupational health procedures.
  • Coordinate with relevant stakeholders and authorities when required to address safety, protection, or emergency-related concerns.
  • Adhere to all instructions and guidelines related to occupational health and safety to ensure self-protection and the protection of colleagues and beneficies.

Education Degree Details:

  • Master’s degree in Management, Social Work, International or Humanitarian Affairs, Political Sciences, Community Development, or another relevant field.
  • A Bachelor’s degree combined with significant relevant professional experience may be considered.
  • Experience working with an NGO, humanitarian organization, or international organization is highly desirable.
  • Previous experience working with refugees, asylum seekers, vulnerable populations, or community-based projects is an asset.

Experience:

  • 3 to 5 years of relevant professional experience, preferably in project management, community development, humanitarian assistance, or NGO programming.
  • Previous experience in supervising and managing a multidisciplinary team is highly desirable.
